After more than 20 years of construction,the expressway in Hainan has opened up to 795 kilometers by the beginning of 2017,which has become the main skeleton channel for road traffic in our province.In a few years,after the completion of a vertical and horizontal expressway in central Hainan,the "Tian" type expressway network will be constructed.he total traffic mileage will increase to 1,160 kilometers,which constitutes a "two-hour traffic circle",providing a strong transportation and transportation guarantee for the integrated development of urban and rural areas in Hainan and the promotion of international tourism island construction.With the increase in casualty accidents in Hainan Expressway,serious traffic jams on holidays,imperfect road safety facilities,the contradiction between the difficulty of rectifying violations on the spot and the relative backwardness of traffic management has become increasingly prominent,the transportation sector is facing tremendous pressure and challenges in the highway traffic management work.Faced with the complex current situation of road traffic,how to improve the scientific management of expressway traffic safety,coordinate the relationship among people,vehicles,roads and management departments,improve the level of road traffic management under the new situation,and meet the safety needs of the people on the road is an urgent need.Highly regarded issues.Currently,the traffic safety management mode of Hainan expressway is backward,the management process is inefficient,traffic law violations are difficult,the emergency rescue force is weak,the traffic safety hidden troubles are prominent,the traffic science and technology information and application level is low,the coordination of the department is difficult,and the quality of traffic participants.A series of problems such as lower level and poor traffic safety awareness have become the main factors affecting the traffic safety of Hainan Freeway.Based on the background of topic selection,the dissertation analyzes the problem of freeway traffic safety management in Hainan Province from the perspective of collaborative governance,adopts literature research methods and statistical analysis methods,comprehensively applies traffic safety management theory and collaborative governance theory,and comprehensively analyzes the depth of these problems.Level reasons,namely:imperfect laws and regulations,inadequate traffic safety management mechanisms,backwardness in traffic safety emergency response mechanisms,and inadequate publicity and education in traffic safety.Aiming at the above problems,this paper puts forward the practical appeal of using the cooperative governance theory to improve the level of freeway traffic safety management.Finally,we will focus on building a model that involves government departments as the leader,social organizations,markets,and the public to participate in highway traffic safety management,and improve the highway traffic safety management mechanism,and improve the construction of expressway traffic safety management hardware facilities.Accelerate the development of expressway information and technology,realize the information sharing,strengthen the main body awareness of public social governance,and give full play to the participation of social organizations and the public to explore new ideas for solving the problems existing in freeway traffic safety management.Related countermeasures and suggestions.
