Green Construction Incentive Mechanism Research Based On The Incremental Cost Allocation Model

Construction stage is an important stage of whole life cycle of buildings,but also is the most concentrated stage of environmental pollution and waste of resources.Therefore,as the showings of the strategy of sustainable development mainly applied in the construction,green construction is the key link to realize the construction of resource conservation and environmental protection.But whether it is the construction cite or contractor,or even the whole society,their green construction acceptability are not high,because they are generally lack of the conception of green construction,and also do not know how to engage in green construction through the correct way.Therefore,the government as the green construction supervisor and guide,they should introduce the corresponding incentive mechanism to effectively promote the development of green construction.Current researches on the incentive mechanism of green construction has the following deficiencies: One is that most of the research are just standing the government or the construction unit or contractor point of view to analyze the green construction of incentive mechanism,instead of analyzing to combine with the major participants of green construction;the other is that most of the research discussed from the point of whole life cycle of green building incremental costs and incremental benefits,but separate analyze the incremental costs and benefits of green construction research are very little.On the basis of previous studies,this paper puts forward some new point and method,the specific research contents include as below: firstly,the concept of green construction is given by reading literature,analysis the factors that hindering the development of green construction to create conditions for proposing the green construction.Secondly,referring to the definition of incremental costs and incremental benefits of the whole life cycle of green building,analyzes the concept of greenconstruction of incremental costs and incremental benefits and composition,and using some advanced methods to quantify the economic benefit,environmental benefit and social benefit that are hard to measure.This paper discusses the factors affecting the incremental cost of green construction on the point of the construction units and the government to construct the incremental cost allocation model of green construction between government and the construction unit,and based on the comprehensive analysis of model parameters,come to the conclusion that the government should take the corresponding incentive mechanism to encourage the construction unit to implement green construction.Finally through Shanghai "fisherman's wharf project to verify the feasibility of the model.This article research results enrich the research of incentive mechanism of green construction,and has a certain theoretical guidance and practical value to promote the rapid development of green construction in our country.
