Water is the blood of the earth,the source of life,the cradle of the civilization,and the basic support for economic and social development.With the rapid development of economy and society,there has a series of new problems with the hydraulic development.For this purpose,the state proposed to strengthen water conservancy scientific management,and protect water safety and ecological safety.Water science management has rich connotations.Scientific evaluation of water conservancy management is meaningful for the sustainable development of water conservancy.There is very little research on this subject at home and abroad so far.So it is of great realistic significance to carry out the subject.On the basis of summarizing about evaluation of water resources,water conservancy modernization and water resource management,combining with the current situation of water development in our country and contacting the requirements of water conservancy development,the paper established a system of evaluation indexes for water conservancy science management.It is decided by the "water resource endowment condition" and "water management capability",In the same way that water management is effective,the poorer the water resources in one region,the better the water science management level is;on the contrary,the worse the water science management level is.The index system is divided into the target layer,the criterion layer,the primary index layer and the secondary index layer.There are two metrics in guideline layer;water resource endowment condition and water management capacity;In the primary index layer,the water resource endowment is reflected in "broad water resource quantity",water management capacity is reflected in "water use capacity","water conservation capacity","water safety safeguard capability" and "water management support capability";The secondary index layer is divided into different specific indicators.Considering the capability of monitoring water information and acquisiting data is on the different stage of social development,the paper proposed a "recent-interim-forward" grading evaluation index system for water conservancy science management.Among them there are 27 elements in recent evaluation index system,40 elements in interim evaluation index system and 64 elements in forward evaluation index system.The paper proposed two kinds of quantitative methods:the one based on "ideal values" and the other one based on" relative value".The index of the study area was assigned by these two methods.Quantitative approach of the ideal value method is:Find the difference value between the actual and the desired values,quantitatively calculating the indicator according to the difference value;Quantitative approach of relative value method calculating the indicator according to the rank.The weights of each index layer are determined by different methods:using the variable weight method to determine the criterion layer index weight,using the improved analytic hierarchy process to determine the primary index weight,and the secondary index weight was determined by the combination objective futifying method.Finally,the paper used an example to carriy out in the research area by adopting the weighted evaluation model.
