Water serves as the source of life, the key of production and the basis of ecology. Water resource is the most valuable asset on the earth, which creates the civilization of human beings and promotes the economical development in our society. Recent years have witnessed the rapid development of global economy and the critical situation of water shortage worldwide. This serious situation has become the most prominent water resource issue endangering our lives with the water supply shortage, ecological fragility and threat of disaster. Therefore, the governments of different countries have reached a consensus on putting the water resource management and sustainable utilization on the higher agenda. That is why many countries are engaged in intensifying the water resource management, establishing new laws and regulations to gradually improve the water management, promoting the management of water resource proprietorship, paying attention to ecological water utilization and enforcing the water resource scheduling. Internationally, it is vital to expedite global water resource informationization and water conservation cooperation, which enhances the technological capacity of water resource management.Based on the current situation and focusing on the long-term profit, China has put forward the most rigorous water resource management requirements in accordance with the fundamental realities of our country. Through these years, comprehensive implementation and persistent promotion, the most rigorous water resource management system has grown out of the preliminary envision, implemented in many provinces and cities with the basic framework of "four systems" with the "three-red-line" as the core. However, it is noteworthy that in terms of the microcosmic level, there are still some pending problems regarding the management liability and assessment system of regional water resource. The conflict between regional water resource supply and demand, grave situation of water shortage, disparity with water resource distribution and national economy layout, and contradiction between the supply and demand put a serious impact on the development of regional economy. Hence, it is indispensable to set up the most rigorous regional water resource "thiee-red-line" management performance evaluation model and adopt the compatible mathematic methods for the purpose of ensuring the implementation of the "three-red-line" water resource management system, evaluating the regional "three-red-line" water resource management ability, analyzing the actual situation of water resource management in different regions and the existing problems and offering solutions aecordingly. Only if we put into practice the most rigorous regional water resource "three-red-line" management can we boost the scverization, refinement and systematization of water resource management to the next level, and achieve the sustainable utilization of water resource.In view of the characteristics of regional water resource management, this thesis elaborates on the systematic meaning and construction of the most rigorous water resource management by means of gathering large amounts of statistical data and taking overall consideration of the total amount of water consumption, water utilization efficiency and the "three-red-line" of restrictive pollutant assimilation in the water functional area. Based on the principle established by the indicator system, the regional water resource management "three-red-line" evaluation indicator system has taken shape.In addition, the mathematic model which is based on the grey correlation analysis with the modified TOPSIS analysis model as the evaluation of regional water resource management has been determined after a detailed investigation of both analysis methods and a comparison of their applied scopes and respective merits and demerits. Afterwards, the basic ideas, specific solution steps and calculation methods of this model have been elaborated on, thus, it is apparent that how to evaluate water resource management ability in line with the evaluation result.At last, the regional water resource management "three-rcd-linc" evaluation indicator system was applied in the case of Jinan, Shandong province based on the grey correlation analysis with the modified TOPSIS analysis model as the evaluation of Jinan water resouree management. Combining the objective factors and subjective data, the water resource management ability of Jinan in recent years has been evaluated by way of adopting the relative correlation proximity of TOPSIS model. The process of evaluation is on the basis of subjective data, and the result coincides with the actual situation of Jinan water resource management in recent years, which signifies that the evaluation indicator system and math evaluation model are quite compatible with high orientation and effectiveness.
