Research On Schedule Management Of CZ High Pressure Gas Pipeline Project

In recent years,the global natural gas energy has developed rapidly,despite the global economic downturn and the low price-running of international oil in a long term,natural gas demand is still rising.And the development of natural gas can be expected as a more important part in China's energy development even in the whole world in the next ten to twenty years.Pipeline transportation is a main mode of natural gas transportation.For the cities,which in the extend areas of trunk lines and branch lines of the Long-distance Pipeline,its construction object of high pressure pipeline of natural gas is booming.Then,the problems in the construction process are becoming more and more prominent,especially the progress planning and control of the project.CZ natural gas high pressure pipeline project is a part of the upstream high pressure pipeline in the project of pipeline gas supply,which is carried out by CZ Municipal People's Government.According to the principle of “A network of pipes in the city,Multi-channel gas supply,Same net and same quality at same price”,this project aims to achieve the connection with upstream gas project,cultivate and expand the gas market actively,build a safe and reliable gas supply new pattern with unified planning,construction,scheduling and management,give full play to the important role of gas in the economic and social development.In this paper,we try to explore the application of modern project management in the gas industry from the perspective of whole-life-cycle management of the construction unit of the project based on the background of CZ high pressure natural gas pipeline project management.The main problem is than the plan is not complete,no control is exercised,and the planned resource allocation is unreasonable.This paper focuses on the organization model,scientific and reasonable schedule,schedule risk,schedule optimization and effect of project schedule management.The knowledge and application of CZ gas pipeline project management will be analyzed and discussed by combining theory with project practice.Based on the study of CZ natural gas high-pressure pipeline within the whole-life-cycle project,present situation and theoretical research of project management at home and abroad have been referred and compared.All issues related to schedule and control during the implementation of the project will be identified and the causes of problems will be analyzed.In this paper,we plan to use the management thoughts and technologies such as resource adjustment to control project planning,CPM/PERT network planning technology to optimize the project time limit,Key chain project management(CCPM)combining human resource and schedule,considering the duration risk calculation and so on.Through the literature research,empirical research,case study and other methods,the ideas and countermeasures of optimizing schedule management will be put forward and the reasonable prediction and confirmation of the effect after the implementation will be made.At the same time,we hope to take this project as an example,which will be helpful to the project management of urban high pressure pipeline and long distance pipeline project in the gas industry.
