Research On The Role And Professional Responsibility Of Engineering Supervision

The engineering supervision system is an important project management system in the field of engineering construction.Since the implementation of the engineering supervision system,it has played an important role in achieving the objectives of project construction,and ensuring the quality and safety of construction project.However,due to the deficiency in engineering supervision legislation and the lack of understanding from all walks of life to engineering supervision,engineering supervision has encountered some problems in practice.At present,there are conflicting issues between different laws and regulations in the engineering supervision legal system in China,and there is also a tendency to expand the responsibilities of engineering supervision.The existence of these conditions highlights the problems of the obscure supervision positioning and unclear supervision responsibility,leads to the role of engineering supervision cannot be fully realized,which seriously hampers the development of engineering supervision business in China.Based on the current situation of engineering supervision in China,and combined with the actual construction of the project,this paper in-depth analyzes the current dual roles of engineering supervision in China,discusses the predicament and the causes of the current engineering supervision,based on this,this paper puts forward solutions and strives to achieve "responsibility for the government" for engineering supervision.The government's authorization of engineering supervision further clarifies the role of engineering supervision: the engineering supervisor who is responsible for the construction unit is the contract manager of the construction unit;and the engineering supervisor who is responsible for the government is the independent third party.According to the current laws and regulations and the contract text in China,this paper analyzes the composition of the professional responsibility of the supervision engineer,from the aspect of law enforcement and legislation,discusses the professional responsibility that the supervision engineer should take.Finally,in order to improve the ability of engineering supervision,promote the healthy development of engineering supervision industry.this article puts forward some countermeasures to improve the engineering supervision system.
