The governance of rural water resources and environment is not only an important part of the new rural construction,but also inseparable with the sustainable development of China's economy and society.In view of the inherent inadequacy of the theory of rural water resources environmental governance in the past,the related rural environmental pollution theory and the logic of its governance are more focused on government perspectives and economics perspectives,and even generate governance outcomes that are only the top-down inversion of the performance of government services.Villagers are always at the end of decision-making in the process of governance,and their autonomy is insufficient.The self-governance theory referred to in this article places villagers in the main position of governance in the process of rural water resources environmental governance,and pays attention to the communication with villagers in the process of decision-making,and collects the power of all people to promote the effectiveness of governance.This paper conducts a questionnaire survey and data analysis on the "A total of five water treatment" of multiple rural villages in Pujiang County,so as to find out the relationship between the degree of participation in self-governance governance and social capital and government support,and then summarize the improvement of the autonomous governance model of rural water resources environment.Suggest.Therefore,the article combines the two major methods of theoretical analysis and empirical research.In the theoretical analysis section,beginning with a review of research at home and abroad,the historical evolution and connotation of public goods theory,self-governance theory,and externality theory related to the environment of water resources have been thoroughly analyzed,and the self-governance model has been analyzed for environmental governance of rural water resources.applicability.In the empirical research part: Pujiang County's A total of five water treatment is typical and representative for the whole country.Therefore,it is better to argue that the selfgovernance theory can participate in the rural water resources environment by discussing the way of rural water resources environmental governance case analysis.The feasibility of governance,the realization of a good situation of common governance.Based on empirical research,this article systematically grasps the overall situation of water resources and environmental governance in the region and the effectiveness of environmental governance of rural water resources through visits to multiple regions in the region and interviews with the people on the ground.Through the questionnaire survey,a total of 158 villagers from a number of villages in Pujiang County collected information on the current cognizance of environmental pollution control in rural water resources and what they considered more worthy of improvement,and conducted relevant data analysis.Through interviews with staff of the local Water Affairs Bureau,we learned about the actual government and villagers' participation in and difficulties in water resources and environmental governance,and analyzed the difficulties in current governance.The results show that among the farmers' own characteristics,including age,source of income,level and experience,there is a significant difference in selfgovernance,and there is no significant difference in the degree of education.The social capital elements have a strong influence on the willingness to participate.There are significant differences in the environmental protection propaganda,education and empowerment of the government's participation elements in the self-governance,and there is no significant difference in infrastructure supply.At the same time,on this basis,the article also briefly analyzed the reasons that led to this significant or inconspicuous result,and proposed that from the perspective of the status quo of rural society,strengthen social capital support,and the government formulate some policy suggestions for rural characteristics.
