A Study On "One Core And Multiple Elements" Water Environmental Governance From The Perspective Of The River Chief System

As the source of life,water is inseparable whether for life or work.However,With the advancement of industrialization and the development of agriculture,China’s water environment is facing increasingly serious pollution.Faced with the problems,president Xi Jinping appoint to run the river chief system to clean up and protect water resources.Based on the river chief system and under the guidance of the polycentric governance theory and Xi Jinping’s ecological thought,this paper analyzes the problems on the government,the market,the public and social organizations.Then taking some measures with the experience at home and abroad.Finally,building a model of water environment governance with CPC,the government,the market,the public and the social organizations to overhaul water pollution in a better way.There are five chapters in this paper:The first chapter mainly introduces the background,purpose and significance of water environment governance,then combs the research results of the polycentric governance theory and the river chief system theory at home and abroad,and puts forward the research ideas of this paper.The second chapter introduces the concepts of one core and multiple elements,environment,water environment governance,Xi Jinping’s ecological thought,polycentric governance theory and public goods theory.Then analyzing the relationships of each elements,the necessity and operation structure of the one core and multiple elements model.The third chapter analysis current situation and problem of water environment management at present stage.Firstly,this part introduces a series of achievements in water environment management by the practice of the chief system,and then analyses the problems existing in the practice of water environment management about government,market,public and social organizations.The fourth chapter introduces the experiences of the polycentric governance at home and abroad.By introducing the achievements of the management of the Biwa Lake in Japan,the Great Lakes in North America,the Qingshui River in Shiyan City and the water in Yuhang District to enrich experiences on one core and multiple elements model for our water environment.The fifth chapter is the improvement of the one core and multiple elements model in water environment.In view of the problems referred above,combined with related theories such as the polycentric Governance,one core and multiple elements water environment model is improved to build a beautiful China.
