Research On Coordinated Development Planning Of Small Towns In Developed Areas

With the rapid progress of the new type of urbanization process in China,small towns are playing an increasingly important role in absorbing surplus rural labor force and implementing the overall planning of urban and rural areas.However,in the face of the new normal development situation,in the economically developed areas,there are still many shortcomings and problems in the preparation of the traditional small town planning,which is in contradiction with the development needs of the town.First of all,the research scope of the small town planning is limited to the administrative area of the town,and can not study the cooperation between the functional bodies closely related to the town.Secondly,the link between the different level of small town planning and strategic level of town planning deficiencies.At the level of compiling,the strategic,hierarchical planning,detailed planning,and village planning(which runs through the contents of urban design)have a lack of longitudinal co-ordination.At present,the town master plan limits the detailed planning and leads to detailed planning difficult to be implemented or ineffective.Finally,the overall planning of small towns is mainly based on the ideas and methods of urban planning,which can not effectively control the scale and style of small towns,and easily lead to similar cities and towns.Within the scope of the town,the special economic development zone and village planning are not taken seriously enough.We have not adopted the use of the town space,industrial restructuring,in order to make them comprehensive,detailed and effective guidance and control.In view of the small size of the town,lack of funds,lack of planning personnel,lack of management and so on,and on the basis of summing up and reflecting on the compiling contents and compiling methods of the existing small towns planning,this article puts forward the cooperative development planning of small towns in the form of "Township Association" in the secondary districts of developed areas and the fine preparation method of its planning,with the development of urban integration of Aojiang basin case and practice of the planning of Bihu and Dagang in Lishui.At the same time,the article explores the content and methods of planning,in order to provide a new research idea for small town planning in developed areas.
