Theoretical research and practice on evaluation of planning implementation at home and abroad had made clear the role and concept of planning implementation assessment.At present our country has formed a more standardized urban master plan planning evaluation requirements,methods and theoretical framework.For the complex,contradictory historical districts,there is an urgent need for more effective planning control,guidance and adjustment through the means of planning assessment techniques However,the current historical district planning assessment has not yet form systematic achievements in exploring evaluation technology,method and system.This research based on a broad and effective method of conformance-based approach,system analysis,comparison,reference and summed up the practice of planning assessment at home and abroad;and then improved and optimized the method according to the characteristics of the historical district.And finally explore the establishment of historical districts of operational planning assessment techniques.This paper first discusses the background,the challenges and the problems in the planning and implementation of the historical district,and establishes the significance of the historical district planning evaluation.Secondly,combs the domestic and international planning assessment development process and practice,and the evolution of conformance-based approach,then summarizes the reality and contradictions of the historical district planning assessment.Thirdly,analyzes and summarizes the more effective methods of conformance-based approach from the evaluation stage,the evaluation content,the evaluation index and the evaluation method in the three aspects of the current urban master planning,the control detailed planning and the project evaluation.In view of the characteristics of the protection and planning of the historical district and the difficulties of the dynamic and diversification,Based on the method of conformance-based approach,this study studies the evaluation techniques and methods of historical district planning from five aspects: first,on the basis of consistency assessment,considering the planning management process and operational characteristics,the evaluation stage is divided into the whole process evaluation stage of planning feasibility evaluation,planning stage assessment,planning implementation phase assessment,implementation effect stage evaluation,planning evaluation effect evaluation.The second is to expand the scope of the main assessment of the planning due to the existence of historical planning in the diversity of the characteristics of balance.The third,in view of the complexity of the problem of historical district conflict,this paper explore the multi-level and multi-level evaluation contents such as the expansion of basic facts,target positioning,material environment,cultural protection,economic development,social and implementation management;consider the harmonious integration of historical neighborhoods and surroundings,and increase the assessment of coordination with the surrounding environment.Fourth,Aiming at the dynamic change of the protection and development of the historical district,the qualitative and quantitative methods are combined,the establishment of compliance and multi-party comprehensive feedback assessment method are established.Fifth,establish an evaluation index system suitable to try to support the operational practice of historical neighborhood planning.Finally,taking Zunyi Old City Historic District as an example,this paper studies the planning evaluation techniques and methods of this paper and puts forward relevant suggestions.
