Research On The Evaluation Of Historic District Conservation Planning Based On Heritage Impact Assessments

In the past 10 years,while historic and cultural heritage protection has achieved huge success,it is also facing great challenges.As an important element in the three-level protection system,historic districts face many contradictions such as “protective destruction” and “constructive destruction”.The current plan evaluation focuses on the implementation and implementation effects,but it has a hypothetical premise that the plan is scientific and reasonable.The plan evaluation becomes so important as to ensure the planning effect.This thesis starts from the limitation of the protection and reuse of historic districts.In view of the lack of systematicity in the past protection and reuse,this thesis introduces the method of heritage impact assessments(HIAs)and the theory of plan evaluation to establish a historic district conservation planning evaluation system suitable for China,mainly for the pre-assessment of the historic district conservation planning.Firstly,the value of historic districts is clarified,and the evaluation criteria,evaluation mechanism and evaluation objects of historic district conservation planning evaluation are discussed based on heritage impact assessments(HIAs)theory,finally a set of historic district conservation planning evaluation index system and its mechanism are established.Secondly,it analyzes the whole stage of the protection and reuse of historic districts,and divides the historic district conservation planning evaluation system into the internal heritage value impact assessment and the external planning construction coordination assessment.Focus on the content and methods of preassessment,divide the indicators into prescriptive factors,performance factors and external factors,determine evaluation methods and quantitative techniques.Afterwards,using a set of historic district conservation planning evaluation index system and its mechanism,the overall case study of 14 historic districts in Nanjing Qinhuai District and the typical case study of the historic district of the Pingshi Street can prove its feasibility on the one hand,and find problems on the other hand.Finally,based on the evaluation results,the improvement measures of historic district conservation planning are put forward.It provides design optimization basis for historic district conservation planning,provides guidance on planning project preparation,and realizes the sustainable development of historic districts.
