From the beginning of Historic District Protection until now, planning and construction techniques have been relatively mature and stable, but the implementation approaches of Historic District Protection are various, leading to different effects. Through comparative works among different cases, this article argues the implementation strategies which are effective and beneficial to the protection of Historic District.Firstly, this article analyzes important international charters and national legislations which are related to the protection of Historic District, in order to determine the evaluation standards of implementation results. And then, based on classifying different implementation main-bodies of Historic District Protection, this article focuses on analysis of operation process and evaluation of implementation results, so as to identify the relationship between different implementation approaches and different implementation results. Besides, this article will use more sophisticated foreign protection methods of Historical District for reference, and try to find effective implementation strategies which are suitable for domestic Historic District Protection.This study suggests that the result of Historic District Protection should be environment actualized, locals beneficial and society developed, which calls for new administration system which brings protection strategies into daily work. Such protection system should firstly identify the basic principle which should be complied with by all related stakeholders, and then should grantee the participation of local residents. The key point of this system is to identify the extent of government intervention.
