As a pillar of the national economy, the construction industry has received a great deal of attention. However, the occurrence of various uncertainties during the construction process often produces potential various risk factors in the operating environment. There are several issues relating to the construction industry, which include relatively immature market, unstable policy system, unstandardized management behavior, and weak management ideology. At the same time, the construction project itself has the characteristics of long cycle, high technical requirements, large investment quota, complex internal structure and wide external links.Risk management has already become one area of project function management and one of the nine knowledge systems of PMBOK.It has always been a research hotspot in the industry and academia. Therefore,in order to smoothly achieve the objectives of construction projects,it is necessary to control the risk factors through comprehensive risk management. The basic requirements of comprehensive risk management of construction projects are omni-directional,whole subject and whole process. The theory of process traction to achieve the goal as: organization takes process as traction power, integrates resources and achieves goals.Comprehensive risk management in construction phase of construction projects is based on the theory of process traction to achieve the goal, which builds on both the L-mode management thought and the method of process traction theory. It divides the construction stage of construction project into four major process systems: strategic process system, functional process system, process system and improved process system. The strategic system will be all-round,whereas the functional system will be the main body and the process system will be the whole process. In addition, the self-improvement system evaluates the decision-making performance of the strategic system,organizes/implements the supervisory function system, and supervises the operation of the process system, that is,the risk management itself. The clarity of the process system provides a basis for the analysis of the nine elements(task coding, task name, task basis, task organization, task responsibility, task information, task parties, and task results)of the tasks in the follow-up process implementation.Combining with the communication management, support management and control system, the self-improvement system covers all the management operations in the construction phase of the construction project. The management is comprehensive, systematic and precise in detail. Therefore,it is quite feasible to combine the theory of process traction to achieve the goal and technology tool with the comprehensive risk management.By combining the nine steps of "L mode" with the five measures of risk management, the potential risks of construction projects can be effectively eliminated. Finally,an example of a housing project in Kaihua County, where the idea of comprehensive risk management basing on process traction theory to control the risk of "L mode" is used in the construction stage of the project,is included in this article to demonstrate how to achieve the project objectives smoothly and efficiently.
