Study On The Evolution Process Of Qingdao Modern Building Rules(1897-1937)

The constraints and guidance of relevant laws and regulations are the basic guarantee for the implementation and construction of urban planning.Generally speaking,legislation on urban planning is formulated at the beginning of urban construction,which directly determines the spatial form of the city and the future development.From this perspective,studying the development of a city is inseparable from the study of the city's construction laws.In the modern history of China,the building codes are legal documents that must be observed in each city's construction process.The contents cover a wide range,including not only urban construction regulations,design standards and design specifications,but also the control of building forms,the relationship between buildings and their external environment,urban roads,urban landscapes,and the structures,materials,and practices which used in the construction of buildings.All in all,building rules play their part in all aspects of urban construction,and they control the urban form from point to point.From 1897 to 1937 is the main stage of development in Qingdao's modern history,and it is this 40 years of development that laid Qingdao's foundation,scale and form.This thesis attempts to expound the important building rules promulgated by the municipal authorities in Qingdao in the historical period of that time;clarify the evolution process of Qingdao modern building rules from formation,development to perfection;summarize the main contents of urban planning and building rules promulgated in each period;vertically compare the functions of urban management institutions and the regulations on building control of the building rules in various modern times in Qingdao;horizontally compare the similarities and differences between the local rules promulgated by other major cities in China and the Qingdao building rules.Finally,the evolution of Qingdao's modern building rules is revealed to the current urban construction and future development,and the follow-up research prospects are proposed.
