The shantytown reconstruction project is a political task,and has the characteristics of large financing difficulty,huge capital investment,difficulty in demolition,numerous construction influencing factors,and long construction period.From its site selection planning,design,construction,and completion acceptance,the entire process has various unpredictable risks,such as natural and social risks,technical risks,management risks,security risks,and economic risks.If the various risks encountered are not effectively identified,analyzed,and controlled,then these risk factors interact under certain conditions,which will delay the renovation projects in the shantytowns,overspend the investment,and even cause the project to fail.Based on the numerous risk factors involved in the implementation of the shantytown reconstruction project,and various factors affecting each other,after comparing and summarizing the various evaluation methods,the AHP method was used to evaluate the risk.However,due to the calculation results of this method are scattered,and it is impossible to obtain the overall risk assessment results of the entire project,so the Fuzzy comprehensive evaluation method established by fuzzy comprehensive evaluation method can achieve good results.Taking the Danjia style town project implemented by Qinzhou New City Real Estate Group Co.,Ltd.as a case,it adopts the perspective of government investment and financing platform to identify and establish the three-tier risk assessment index system of target layer,criterion layer and indicator layer through risk.A fuzzy comprehensive assessment model was constructed to carry out risk assessment,and a comprehensive evaluation value of 0.531 was obtained.The overall risk of the shanty town renovation project was determined as the medium risk level;meanwhile,the project risk influencing factors of the project’s top six coefficient were obtained.Fund-raising risk,resettlement risk,engineering change risk,project duration risk,project duration risk,bidding and contract risk,and environmental risk reform.Correspondingly,six countermeasures have been put forward:multi-channel preparation funds to reduce capital risks;strengthen communication with the local government,do a good job in the demolition and resettlement;increase the preliminary investigation of the project,further deepen the project survey and design;strengthen the project management organization capacity,and strive for regular Complete delivery;improve the standardization of project management,enhance the legal awareness of management personnel;moderately control the scale of transformation to avoid the prospect of future project downturn.Through the research of this paper,it is hoped that the project implementation unit will increase its awareness of the risk itself and its hazards,strengthen the risk management awareness of the government investment and financing platform,the project participants and the property management party,and improve the company’s project risk analysis and evaluation level and enhance the project.The ability to resist risks and ensure the transformation of squatter settlements like the Hometown style town can be successfully completed.
