Research On Risk Management Of PPP Project Of Nanning Express Bus Project

At present,with the rapid economic and social development and the gradual increase of urban population,Nanning has been buried in the stage of urbanization and motorization,with various modes of travel,traffic congestion and increasing time consumption,resulting in serious interference between buses and social vehicles.Under such circumstances,the status quo of public transport needs to be improved urgently.Bus Rapid Transit(BRT)is a new type of public passenger transport system between conventional bus and rapid rail transit.It has the characteristics of larger capacity,more intelligence and smoother driving.BRT can drive on bus lanes to improve its own running speed,so that the bus can meet more people's travel needs.Nanning BRT is the first PPP model pilot project in Guangxi highway construction industry,and its implementation effect plays an important role in promoting the development of the transportation industry.In today's increasingly widespread application of PPP mode in China,it is the focus of this study to make rational use of the characteristics of Nanning BRT project and combine the excellent experience of successful financing cases at home and abroad to formulate risk management measures that meet the actual needs.This paper analyzes the characteristics of Nanning BRT from the theoretical aspect,introduces the specific risks of the project implementation,and then explores the relevant contents of PPP project risk management.Secondly,after searching for relevant information,we select the checklist method and expert survey method to analyze the risks of the project,and then divide the risks into the following categories:one is profit risk;The second is the construction risk.The third is operational risk.Fourth,financial risks;The fifth is to increase the credit risk,and then to analyze the relevant risk factors and determine the risk evaluation index system that meets the requirements.At the same time,the risk evaluation model is set up by applying analytic hierarchy process,and the collected data are used in the model to calculate the final risk evaluation value.Finally,the risk evaluation result of Nanning BRT project is obtained by analyzing and calculating the obtained data.Finally,taking risk sharing as the basic criterion,the author formulated effective opinions on risk control of PPP project of Nanning BRT project,and formulated targeted countermeasures according to the possible risks.It is hoped that this paper can put forward feasible risk management suggestions for the smooth development of similar urban rapid transit project PPP,and ultimately make the PPP model highway construction project can be implemented as soon as possible,and promote the development and application of rapid transit.
