Study On Risk Management Of Greening Branch Recycling And Comprehensive Utilization Project In Nanning

With the development of economy and society, people’s concern on the ecological environment are increasing, the state governments also give more and more attention to ecological issues, meanwhile, a large number of projects related to "ecology" appears. Those greening branch recycling and comprehensive utilization projects which turn garden wastes into usable resources by grinding and composting are the trend and are very necessary, superficially. Moreover, those projects are also very practical in theory. However, many green waste recycling projects are invested by the government and belong to public welfare environmental industry. Thus, the implementation of the projects, from site selection to the collection of raw materials and product promote, is rely on the government planning and policy and financial support. Based on this situation, some people consider green waste recycling projects as high risks. This study provides a reference for scientific management of greening branch recycling and comprehensive utilization projects investing by governments, and notifies the risks of similar projects to the public. Therefore, this study has significant meaning on clearly recognizing the feasibility of projects on the decision-making phase.Our greening branch recycling and comprehensive utilization industry is still in the early stages of development. It is difficult to form a healthy and orderly market. For promoting the development of related industries, the current projects are mostly funded by government investment. There are many researches focusing on solid compost technology, but few of them pay attention to garden waste composting. The characteristics of Nanning’s greening branch recycling and comprehensive utilization projects are public welfare of project investment, large impacts, and complex management procedures. The main problems of Nanning’s greening branch recycling and comprehensive utilization projects are slow progress, lack of investment, improper project site, and poor awareness of risk management, and so on. The project risks can be divided into internal risks and external risks based on the risk sources. Moreover, the risks can be identified from 4 phases:project planning and decision-making phase, pre-construction and design phase, construction phase, and completion acceptance phase.This paper also proposes a number of features of Nanning general government investment construction projects, such as:the goal of risk management is often biased towards progress, risk project preparatory work is often formed elastic biggest stage, in addition to the consequences of managing the risk of eventually causing economic losses, there are achievements, administrative risk and so on. Moreover, this paper points out some enlightenments gaining from the progress of greening branch recycling and comprehensive utilization of Nanning. For example, the awareness of project risk management should be strengthened, project techniques and measures need to be adequate proofed, the overall planning should be accurate, the project site and naming should be predictive, and a clear understanding of the progress risk is very crucial to a government investing project.
