The development of the automobile industry began a period of rapid growth from the early 20th century.After years of development,China's automobile market has become the fastest-growing market in the world.The competition among OEMs is becoming more and more fierce.Due to the complex conditions of the usage of the automobile and the wide range of technical fields of involved automobile industry,resulting in many theoretical problems are not fully discussed,so the automobile industry pays particular attention to experimental research.Automobile design and manufacturing process is always inseparable from the test.No matter it is design concept and theoretical calculation,preliminary design,technical design,car stereotypes or in the production process,all of these need to conduct a large number of tests.In this environment of constant competition and development,in order to meet the needs of different models of experimental testing,we need to build new test beds according to different products to ensure that new models of test capabilities and experimental requirement.In this paper,based on the project risk management theory and method,to HB Company R&D Center Build-up Project risk factors as the research object,on the basis of project risk identification,project risk assessment,project risk response and project risk control and risk management the main link to carry out the research.Specific research contents include:first,by empirical analysis method and expert investigation method(brainstorming method and Delphi method)on HB Company R&D Center Build-up Project implementation process analysis and identify the risk factors.Secondly,using the method of expert evaluation and risk assessment index method in risk assessment of project risk factors,to determine the risk level and evaluate the influence of risk on the project.Finally,based on the risk assessment results put forward countermeasures of HB Company R&D Center Build-up Project risk,and risk monitoring was proposed based on the theory of risk control,thus in the process of project implementation to the risk for the scientific,reasonable and effective risk management.After carry out the risk factors identification,identify the HB Company R&D Center Build-up project has a time limit for a project delay risk,quality risk,security risk,environmental risk,financial risk has five categories first level and design quality risk,construction risk,fire control to defend and dust noise,risk capital management and so on the 19th in the second level.After a risk assessment,HB Company R&D Center Build-up Project high risk to quality risk of the project,the risk of other sort of delays risk,environmental risk,financial risk,security risk.According to risk avoidance,risk retention,risk mitigation strategies such as risk,respectively proposed establishment of risk management committee,establish risk audit mechanism,establishing the risk plan,risk response and risk monitoring measures,guarantees for HB Company R&D Center Build-up Project smooth implementation.
