| As an important part of the development of urban public utilities,urban gas has made important contributions to the development and progress of the city.With the continuous deepening of China’s urbanization process in recent years,the scale and speed of urban gas development is also increasing.With the rapid development of urban gas,there are more and more accidents caused by gas pipeline transportation.Because city gas is flammable,explosive and easy to spread,some of them have high toxic properties.Once the gas pipeline breaks,it will bring huge losses to the surrounding environment and people’s lives and property,and it will cause a bad and far-reaching impact on the society.In this context,the study on risk management of city gas pipeline transportation system,transportation of gas pipeline risk analysis,in-depth study of pipeline failure,for the establishment of city gas pipeline risk management system,formulate the preventive measures,to reduce the city gas pipeline accidents,ensure that the masses of the people the safety of life and property have important economic and social benefits.The development of urban gas pipeline transportation in Dalian has a long history.In 1907,a city gas enterprise was born to transport artificial gas by pipeline transportation.In recent years,the rapid development of city development,the basic construction of pipeline demand,pipeline business expansion speed is increased rapidly,the risk of gas pipeline transportation suddenly resulting in increased,especially the differences of the risk of gas pipeline construction in different periods of nature facing the big problem,the risk degree is not the same as the traditional management mode can not provide the management plan,resulting in the risk of gas pipeline transportation can not effectively control,followed by the increasing of gas pipeline accident.This paper expects to actual management risk management model applied to Dalian gas pipeline transportation,the risk factors of risk management clear gas pipeline transportation,to quantify the degree of risk,according to the evaluation put forward the risk control strategy,so as to reduce the operation risk of Dalian gas pipeline transportation.First of all,using the method of fault tree analysis,risk analysis model of city gas pipeline is established,the analysis identified the risk factors that affect the pipeline failure,the risk categories and structure analysis of risk factors important degree,determine the pipeline transportation risk evaluation index,establish and perfect the system to provide the basis for the risk assessment of gas pipeline transportation.Next,according to the risk analysis and evaluation indicators,establish risk assessment system of Dalian gas pipeline transportation,combined with expert scoring method according to the actual situation of the pipeline operation and risk assessment of Dalian city gas pipeline transportation by Kent score method,single for risk evaluation results;then using fuzzy AHP method according to four kinds of main risk factors the influence degree of pipeline accidents is different to determine the weight of all kinds of risk factors,risk evaluation system by combining the weights of the overall evaluation of the pipeline,finally obtained the comprehensive evaluation results can reflect the relative risk assessment,determine the risk level of the whole gas pipeline transportation value evaluation index.Finally,according to the results of the evaluation,the risk control strategy of gas pipeline transportation in Dalian is analyzed.Through the single factor risk control strategy and the comprehensive risk control strategy,the feasibility control strategy scheme is proposed for the high risk pipeline section of gas pipeline transportation in Dalian. |
