With the consummating of the economic system in our country,China has become more open and more international.With great development of economy,the construction of infrastructure,which is a main part of the investment on fixed assets,has rapidly increased.How to reasonably and efficiently utilize and allocate the limited construction fund under the conditions of preserving the scale,standard,construction period,and project quality,of reducing the project cost,and of saving investment cost has become the important issue to be necessarily studied.The goal of the above is to improve the economic and social benefit of project investment,and to strengthen the whole process cost management.In view of the "three super" prevalence phenomenon in infrastructure projects of our investment,that is,construction projects cost of our investment are out of control.This paper is to analyze the ubiquitous problem of cost management in projects construction in China,and to work out a method and approach on the cost control of general contracting project,so as to promote the scientific development of cost control of general contracting project and the unification of the cost management with international.This paper reviews the theory and practice of engineering cost management historical development and current situation,then introduces the problem that may occur at different stages of cost control in construction projects,and puts forward the necessity of the entire process cost management,establishes the framework of "Urban Portal" the entire process construction cost management,and does in-depth analysis of the different stages of construction cost control content and influencing factors.Finally,according to the entire process construction cost management theory,this paper presents the concrete measures,evaluates the application effect.In the process,proposes countermeasures on account of the possible problem during each stage,so as to provide the theoretical and the practical reference for our country the construction project cost management in the future,but also provide support and help for the transformation from"After first settled accounts with work" to preliminary control.
