Small and medium-sized cities are the main body of urban structure in China,and the economic development of small and medium-sized cities is an important cornerstone of China's economic development.The 13 th Five-year Plan claimed to accelerate the development of small and medium-sized cities,and improve their layout of industrial projects,which makes the boom of small and medium-sized cities predictable.The rapid development of cities will consequently lead to fast growth of passenger volume.As a major passenger transportation mode,highway passenger transport accounts for more than 50 percent of the total transportation share even in metropolises.For small and medium-sized cities,which are not as sufficiently developed as metropolises,highway passenger transport is more likely to remain its dominant role in transportation for a long period.Therefore,the significance of automobile passenger transportation stations which are passenger flow collector-distributor points is reasonably highlighted.However,automobile passenger transportation stations were not strictly planned in small and medium-sized cities at the beginning,which resulted in traffic congestion,insufficient capacity,and impediment to the development of the host city.Thus,small and medium-sized cities are confronted with issues such as the removal,construction,reconstruction,layout planning,site selection towards the automobile passenger transportation stations at present.Based on the researches related to layout planning and site selection towards the automobile passenger transportation stations,this paper proposes that hub automobile passenger transportation stations and urban-rural automobile passenger transportation stations are promising models that could consort with the condition of automobile passenger transportation stations in small and medium-sized cities.First,this paper calculates the scale and quantity of hub automobile passenger transportation stations and urban-rural automobile passenger transportation stations based on predictions on transport demand,passenger station capacity,and the major destinies in future.In addition,this paper discusses about the appropriate principles for layout planning,and determines the alternative station locations using qualitative analysis and quantitative calculation.Among quantitative calculation,maximum comprehensive economic benefit is applied as the mathematical model to minimize the tourists' expenses,station's investment and operating costs.I also sift indexes though expert selection,and apply triangular fuzzy numbers to triangular fuzzy the expert reviews in order to reduce the uncertain of unifying value in expert selection.Besides,through comprehensive evaluation indexes which combines the alternatives calculated by TOPSIS,alternative sites are arranged in sequence,and the final site selection scheme is determined.Finally,this paper takes urban area of Jingmen as an example,and accomplishes the layout planning and site selection for it through theories and method mentioned above.Based on the passenger demand,and through the combination of macro-layout principles and micro-location method to provide guidance on theory and method for the layout and site selection in small and medium-sized cities.
