Emergency medical guarantee system is the key factor to perfect the crisis intervention mechanism,thus helping to achieve the "13th Five-Year" Peace China Construction Plan,and it is significant for the sustained and steady development of society.The high latitude sever cold region in China covers vast territory with the characteristics of vile weather,seriously inadequate medical resources and lager number of out –migration population.Once the precipitating event break out,time is running short,emergency rescue may be impeded by the dilapidated existing healthcare facilities and traffic interruption,moreover,the special regional conditions may add particular disadvantages because of the chilling damage and secondary disasters.All these work together lead to the extremely high requirement of emergency medical guarantee system.What's more,the studies on mobile emergency medical space which focus on the specificity of severe cold region condition in China are inadequate.For a long time,the army is in charge of the emergency rescue in precipitating events,and the mobile emergency medical spaces that could be quickly used in rescue are mainly collected in troops,while the civilian rescue facilities are in shortage.This study focus on the existing problems of the emergency medicine in severe cold area,then come up with the civilian mobile emergency medical space system which is beneficial to improve the emergency medical guarantee ability when the precipitating event break out in severe cold area.The existing mobile emergency medical spaces are functioning in two modes,stand-alone type & combined type.This study on the one hand analyses the advantages and disadvantages of the both types and establish the independent-combined type mobile medical space system,on the other hand,combines the optimization design of system construction,function setting and technique support with the specialty of the civilian emergency medical rescue,forming a dynamic transformation mode which could be described as: Adopting stand-alone type function mode in the initial period of the incident and transfer to combined type in the medium period,when it come to the later period,it turns back to the stand-alone type.From the view of design,trying to achieve the independent-combined type mobile medical space system and come up with the design strategies on severe cold region condition adaption,rapid construction as well as optimized design.Finally,take fire hazard,earthquake and mining accident as typical illustrations to explain the feasibility and specific application of the mobile emergency medical space system.This study adopts the modular design method,divides the mobile emergency medical system by overall function,module function and component function,enables one kind of components could be used for a variety of modules,different modules consist various systems,all these work together contribute to realize the effective use of medical resources and improve the rescue efficiency as well as the treatment environment.
