China's urbanization rate reached 57.4% in 2017.With the urbanization is the increasing population of the city.As the population of a city continues to increase,the city's public resources are shortage.The phenomenon of traffic congestion in large and medium-sized cities has caused great trouble to people's life and caused great inconvenience to people's travel.In order to solve the problem of traffic congestion,the construction of rail transit is accelerating.At present,34 cities of our country already have urban rail,with a total of 5021.7 km.As is known to all,urban rail transit improves the efficiency of urban travel,and the ISCS(Integrated Supervisory and Control System)as the heart of decision-making and control of Metro mechanical and electrical system is particularly important.As the construction project of the information system,the management goal of project of Metro ISCS is to achieve the optimal management of project cost,progress and quality.The Earned Value Management(EVM)evaluation of the project converts the indicators of multiple elements of the project into project schedule and cost,and improves the project management level of the comprehensive monitoring system for AS an important component of project management,progress control of project is the core of project management.And the conversion of multiple elements of a project into project progress and cost in EVM(Earned Value Management)improve the level of management of Metro ISCS.This paper will discuss the traditional EVM evaluation method,combined with the current situation of the project management of the Metro ISCS,to achieve quantitative project progress,to realize the quantified project progress and cost management performance,,and optimize the project management.This paper uses the modern project schedule management method to prepare make the project progress,and the project work package resource allocation and the development of the project cost plan,combined with procurement project example of GF line ISCS.In the implementation of the project,the method of earned value is used to control and manage the progress and cost of the project implementation,and the existing problems in the project management are analyzed and solved based on theevaluation results,thereby effectively improving the project of the comprehensive subway monitoring system construction project management.This paper uses earned value method to control and manage the progress and cost in the implementation of the project,and proposes corresponding solutions for the evaluation results,so as to effectively improve the project management of the ISCS construction project.
