Village Renewal Strategy Within Urban Ecological Control Boundary

Since the 18th National Congress of the People’s Republic of China,in order to better build an urban ecological civilization,the Party Central Committee has attached great importance to and established an overall ecological management system framework,emphasizing the responsibility assessment,the delineation of ecological control boundarys,the property rights system of natural resource assets,and the management of ecological compensation and uses.Wait.In recent years,some cities have begun to designate ecological control boundarys as the baseline for urban ecological protection.Shenzhen has created a precedent for the planning and management of ecological control boundarys in China,which has important innovation and demonstration significance.In2005,in order to strengthen the protection of urban natural ecosystems and prevent the sprawl of urban construction,the Shenzhen Municipal Government has demarcated a land of ecological control boundarys with an area of 974 km~2.In the process of marking,a small number of built-up areas were also included in the scope,especially the original collective land for rural use.These village lands are prohibited from development and construction,and the government has not introduced relevant policies to support the transfer of villages within the ecological control boundary to areas outside the line..Compared with the villages outside the line,the development of villages within the line is backward,and the development demands of villagers are getting stronger and stronger.The social contradictions caused by protection and development are constantly escalating.In this context,exploring the win-win situation between ecological protection and village development has become an important challenge for the management of ecological control boundarys in Shenzhen.Based on relevant literature review and field research,this article analyzes the dilemmas and internal causes of villages in the ecological control boundary in Shenzhen in terms of spatial renewal,ecological resettlement,industrial economic development,and ecological compensation,and sorts out the natural resources and the community,space,property rights,and industrial characteristics,and summarizes the main problems and collective demands currently faced by the village.According to the protection and use objectives of different environmental leading functions within the ecological control boundary,a protection strategy for hierarchical classification of ecological control boundarys is constructed,and a diverse updating model of“relocation,decrement adjustment,and retention optimization”is adopted for in-line villages.On this basis,comprehensively consider the environmental protection goals and village status problems of hierarchical classification,and adopt the“remediation,classification and transformation,optimization and improvement”strategies for the physical space environment of villages within the line;Strategies for clarification,adaptation,cultivation,transformation and upgrading.And clarify the key elements of its update,and develop corresponding update measures.Finally,aiming at the causes of the villages’renewed dilemma within the ecological control boundary,a preliminary safeguard mechanism for village renewal within the line was established,which mainly included the improvement of hierarchical classification and management of ecological control boundarys and the preparation of in-line statutory plans to provide planning support paths for village renewal within the line;And rationally innovate the current renewed management policy in Shenzhen,establish a mechanism for transfer of land property rights in and out of the market,provide land management guarantees for implementation of village relocation in important ecological function areas,and establish sustainable ecological compensation with“hematopoietic”function within the network.The mechanism to promote the right to development of villages is fair.Based on the analysis of the status quo of village ecological control boundarys in Shenzhen City,the update dilemma,and the regional ecological function division management,this article discusses how to propose in-line village renewal in space,taking into account the environmental protection goals and village development needs.At the level of industry,industry,and security mechanisms,it aims to provide some new ideas for the fine management and transformation of villages within the urban ecological control boundary.
