Study On The Preservation And Revitalization Mechanism Of Old City In Macao From The Perspecyive Of Property Right

The preservation and revitalization of the old urban area have become a difficult issue of urban renewal,because of the complicated and diverse factors involved.After more than 400 years of history,Macao has many complete Portuguese-style and Chinese-style ancient streets,houses,religious buildings and public buildings in its old city.In the meantime,there are also problems arising from the obstruction of development caused by the over-exploitation of private property rights.In the meantime,there is still tremendous development pressure for its old urban areas in the torrent of urban development.In order to solve the contradiction among the preservation and revitalization of old urban areas with the problems that have emerged,Macao has started the exploration of the preservation and revitalization of old urban areas since the 1950 s.After continuous adjustment and improvement,Macao has formed a set of relatively perfect preservation and revitalization mechanism of old urban areas,which includes both enlightening experience,but also includes valuable lessons and deficiencies.For that,this article mainly uses the literature retrieval method,the empirical research method and the interview method to study the preservation and revitalization mechanism of the old urban areas of Macao.On the preservation and revitalization mechanism of the old urban areas of Macao,this paper presents two key research questions:(1)What are the particularities of the preservation and revitalization of the old urban areas of Macao?(2)Under the influence of special property ownership,how does the preservation and revitalization mechanism work?The structure of this paper is organized around the above key iss ues,divided into two parts,basic research and main research,a total of four chapters.The first two chapters are the basic research.Based on the first research q uestion,we can comprehensively from geography,history,economy and planning aspect to explore the basic social environment of the old urban areas of Macao.And we can by analyzing the general situation and key influencing factors of the preservation and revitalization of the old urban areas of Macao to get the particularity.The particularity is that the preservation and revitalization are double impacted by the system of property rights.The impact are the property of private property and property diversification.The latter two chapters are the main research,based on the dual role of property rights and the concept of "mechanism",focusing on the second issue of research carried out in two parts.Under the dual influence of property rights,the participants in the preservation and revitalization mechanism of the old urban areas of Macao,including the participant structure,the mode of participation in the principal and the role of participants,are the preconditions for the operation of the mechan ism.Taking this as a precondition,under the dual influence of property rights,various security systems such as the laws and regulations,the planning and management system and the economic security system promulgated by the local government in Macao are the guarantee of the operation of the mechanism.The latter two chapters analyze their experiences and summarize their deficiencies through the analysis of the participants in the mechanism and the safeguard system.The study found that under the double impact of the property rights,the preservation and revitalization the old urban areas of Macao benefited from the "government-led one-way relationship pattern" and Law,planning and economic security system.
