| Small modular reactor(SMR)is one of the current hot researches of nuclear energy with its "small,quick response,convenient" features.Since 2012,SMR project has been included in the strategy of special researches of CGN and CNPRI will be responsible for the small reactor research and the first reactor construction.The SMR project is an innovative nuclear power industry project without precedents referred.The SMR project is a system engineering,which involving small nuclear power plant core systems and equipment,offshore floating platform and the design,procurement,construction,commission of its supporting system.Not only is the SMR project technically comprehensive and complex,but also the project management needs to explore new ways to adapt to the new model of the six major control methods of nuclear power research projects.In this paper,the characteristics of the SMR project are studied by means of literature and internal data research,expert interviews,managers and technical personnel research,case study and other research methods.And we put forward the design idea and optimization scheme of the organization pattern of different stages of SMR project by analyzing the general form of project organization,referring to the organizational pattern of conventional commercial nuclear power project,summarizing the existing organizational structure of the Institute and the problems of the current organizational structure.This paper builds the performance management system structure of the SMR project from the aspects of the design,implementation,change,assessment,feedback and improvement of the performance index of the small reactor project,through the analysis of the existing performance management system and the characteristics of project performance management.And on this basis,we laid special stress on analyzing performance appraisal indicators classification and key factors of various indicators of the SMR project.We also put forward the establishment of performance appraisal index system in different stages,and verify the application through some cases.Finally,we achieved good application results and valuable experience after the application of performance management methods in the start-up stage,reasonable assessment indicators in the initial performance appraisal,effective implementation of performance objectives in the process and good feedback of quantitative work evaluation results in the end.This paper mainly studies the organizational pattern and organizational performance management system of the SMR project,focusing on the research of methodology and applying it in practical projects.The SMR project is a typical research and development project of new nuclear power model.Therefore,the method proposed in this paper is also applicable to the organizational model and organizational performance management system of other new nuclear projects.Because of the different performance management systems used in the different stages of the project,this paper only focuses on the research on the start-up stage and the stage before it. |
