Research On The Infrastructure Construction Model Of New Urbanization Based On PPP

New urbanization is the inner urge of Chinese economic development,and the potential of stimulating domestic demand.The “new” is embodied in the purpose of building high-quality and livable urban,and the core of enhancing urban infrastructure construction and service.New urbanization could realize the integration of urban and rural,make the rural residents and urban residents enjoy infrastructure construction and service,and improve the living quality of citizens.But modernizing the urban infrastructure construction need a great deal of capital inflow.According to Chinese new urbanization strategic objectives,realizing the urbanization rate of 60% in 2020 would require the investment of 42 trillion yuan.With the limitations of the traditional financing channels being gradually exposed in our country,the lack of urban infrastructure construction fund becomes the key restraint of the new urbanization process.In order to solve the capital scarcity in infrastructure construction,our country has been promoting the PPP mode,by introducing private capital into the infrastructure field,which could broaden diversified financing channels in infrastructure construction.However,whether the PPP mode which has been maturely used in abroad can adapt to infrastructure construction of new urbanization in China is always neglected.The infrastructure projects early decision has not fully proved the adaptability of PPP,and explored whether the PPP mode is superior to the traditional construction mode combined with the characteristics of the specific project.Therefore,it is necessary to study infrastructure construction of new urbanization based on PPP mode and analyze the adaptability of the PPP mode deeply.In this paper,on the basis of consulting plenty of literature and analyzing the current situation of domestic and foreign about the infrastructure construction mode on PPP,combining with public product theory,project distinguish theory and value for money theory,it mainly studies three aspects.First of all,this paper analyzes the adaptability of PPP mode in new urbanization infrastructure construction,and sort out the scope of PPP application,by means of studying the necessity and feasibility of PPP mode.Then,this paper analyzes adaptability evaluation status and existed problems of PPP mode in our country,builds adaptability evaluation system of new urbanization infrastructure construction,and neatens the evaluation procedure.It also puts forward the three critical adaptability evaluation methods,which encompassed value for money,adaptability evaluation and financial capacity.Finally,this paper formulates the adaptability evaluation model and evaluation index of PPP mode based on AHP-fuzzy comprehensive evaluation method.By taking the industrial district central heating renovation project as an example,the paper uses AHP-fuzzy comprehensive evaluation method to determine evaluation index weights and evaluate the adaptability of PPP mode,in order to achieve maximum benefits of PPP mode.Through the studying of new urbanization infrastructure construction base on PPP,this paper emphasizes the adaptability of the PPP mode in our country,broadens the new research field of the PPP mode,and provides new approach to infrastructure project early decision.
