Research On Cost Control Of Subway Project Under PPP Mode

Subway construction is an important force to promote the economic development of the city,but also creates favorable conditions for the public traveling.In recent years,with the development of the city,the subway project in China continues accelerating.Because the subway construction is in need of investing a large amount of money in the process of operation,it has also become an important factor restricting the development of the subway project,so does the project cost control to ensure construction quality and efficiency of construction enterprise,which is of important significance to promote the development of city public traffic.PPP(Public-Private-Partnership)as the market mechanism and government regulation combined project financing mode innovation form,are widely used in the world,especially in the areas of public infrastructure is showing its unique advantages.The subway project is a kind of high complexity,systematic,long duration the project,with huge investment,high financing costs,risks,deepen the promotion in PPP mode,the weakening of trade barriers under the background,it is significant to strengthen the cost control of subway PPP mode.This paper first reviews the basic theory of PPP model,the basic concepts and methods of cost control of the Employer,and then to X city subway line 4 as an example of the project cost management: a detailed analysis of the summary of the current status quo on with subway project cost management and the existing problems,which are engaged in things before,and after two times improve the management point of view put forward the corresponding suggestion on cost control,and through the optimization of construction organization,steel support,support scheme,using technical means,the cost control of project construction has made improvements,realize the project cost reduction.The construction enterprises as the main contractor of the PPP project,facing a severe test of the PPP to strengthen the control of the cost of the project: focus on the project to raise funds and financing cost control,construction quality control and pro-ject construction cost,improve operation level and control operating costs,help to ensure the realization of the whole life cycle of construction project value.
