| The quality of talents is the guarantee of enterprise sustainable development.More and more enterprises have realized that the human resource management is the core of enterprise management.And,the recruitment management is the premise and foundation for human resource management.With the fast development of modern railways,the railway enterprises take more intense on requirement for talents.However,the human resource management is still slow development.The development of market economy puts forward higher requirements for the recruitment management of railway enterprises.The current recruitment system cannot meet the needs of rapid development.Firstly,analyze the characteristics and reference value for the railway companies’ recruitment system in Russia and Japan.At the same time,the relevant theories and viewpoints of recruitment and recruitment system are commented.Then,according to the general process of recruiting management,analyze and discuss the theory at home and abroad,from three levels including theoretical model,efficiency evaluation and the method of improving efficiency.Commentary on theory that including talent-post matching,leveled demand and personality.According to the general process of recruiting management,on the basis of theoretical analysis,summarize the characteristics of railway enterprise on employment and recruitment.Based on the logical induction,summarize the characteristics of current recruitment system which is including provided and unified system,T-type selection and linear processes.Intuitively expose a series of problems of the recruitment management.And then analyze the causes of these problems from three aspects including historical development,internal and external environments.Evaluate the efficiency of current recruitment system with Analytic Hierarchy Process(AHP).Verify the conclusion of qualitative analysis by quantitative analysis.Corroborate the theoretical analysis by objective data.On the basis of basic purpose of talent-post matching,formulate the principle of optimization design according to the practical problems,which is including strategic guidance coordinated adjustment,the closed loop type continuous recruitment,the funnel type selection mechanism practice merit-based selection principles and enterprise actual science.Then,based on the process of recruitment management,make an optimization design for recruitment system from making recruitment plan,social channel,establishing temporary team,intellectual selection,employ and identify.Establishing recruitment evaluation system,ensure continuous improvement on recruitment by process evaluation and data analysis.The hierarchy of needs theory and personality theory applied to the scientific selection.Combining the reality of the enterprise,adopt the method of directional recruitment and negotiated distribution,innovatively implementing the talent-post matching in two steps.Finally,to ensure the smooth implementation of the optimization scheme,provide guarantee for railway enterprises from thought,system and culture.Improve the recruitment efficiency of enterprise. |
