Research On The Implementation Of Local Government Photovoltaic Power Generation Policy

Public policy is a public authority to conclude a public purpose,realize the public interests,promote the development of a particular group or industry solutions,usually in the form of laws,regulations and measures.The photovoltaic power generation policy studied in this paper is the public policy of the government in the field of photovoltaic power generation.Photovoltaic power generation is an important emerging industry,the industry is not only provide the energy for the future development of society,and in the current climate warming climate,photovoltaic power generation can bring clean energy,which enabled the government to promote the development of photovoltaic industry is of great significance.China is a country with abundant solar energy resources.The development and utilization of solar energy has great potential and prospect in our country.At present,governments around the world are encouraging the development of photovoltaic power industry,and there are relevant policies to promote the use of new clean energy.China’s government has also issued a number of photovoltaic power generation policies to promote the development of photovoltaic power industry in China,and achieved a series of good results.However,in the process of public policy implementation,some problems will inevitably arise,so that the policy objectives can not be achieved perfectly.Taking the implementation of photovoltaic power generation policy as an example,this paper studies the implementation of policies,finds out problems and puts forward countermeasures and Suggestions.This paper consists of five parts: the first part,introduction.This paper mainly introduces the background and research significance of topic selection,research status,research ideas and research methods,innovation points and shortcomings of the thesis.The second part is the theoretical basis of public policy implementation.It defines the meaning of the implementation of local government,public policy and public policy,and describes the implementation process model,new public service theory and good governance theory of Smith’s policy.The third part puts forward the present situation and existing problems of photovoltaic power generation policy in linfen city.The present situation and policy implementation of photovoltaic power generation policy in linfen city are described in detail.The fourth part analyzes the reasons for the implementation of the local government’s photovoltaic power generation policy.This paper analyzes the causes of the implementation of photovoltaic power generation policy by using the theory of the implementation process of Smith’s policy,the theory of new public service and the theory of good governance.The fifth part is to improve the performance of photovoltaic power generation policy.Part according to the analysis of the reasons,and puts forward effective enhance the performance of photovoltaic power generation policy execution path advice,further improve the policy enforcement mechanism,encourage more scientific and rational policy goals,promote local governments better local governance,better build a service-oriented government.
