Research On The Implementation Of New Energy Vehicle Industry Policy By Local Governments In China

Under the dual crisis of global energy tightening and worsening ecological environment,new energy vehicles,which have positive significance in alleviating energy shortage,improving the ecological environment and promoting the upgrading of the automobile industry,have become a strategic point to alleviate the crisis and accelerate the development of various countries.In recent years,China has also formulated and issued a large number of favorable policies to encourage and support the development of new energy automobile industry.The National third five-year Plan has once again confirmed the strategic position of new energy vehicles in the development of our country.Under the support of national policies,the new energy vehicle industry is developing rapidly in China.Although some achievements have been made in the implementation of the new energy automobile industry policy in our country,there are still many deficiencies in the implementation of the central policy by the local government,thus restricting the policy effect to a certain extent.Therefore,this paper intends to explore the specific problems of the local government in the process of implementing the new energy automobile industry policy,starting with the factors that affect the implementation effect,such as the target,the subject,the object and the process of implementation.Therefore,this paper probes into some promotion methods,further improves the level of local government policy implementation,and promotes the implementation of new energy automobile industry policy in our country.This paper is divided into six parts:the first part is the introduction,which mainly expounds the origin and significance of the topic,introduces the relevant research status at home and abroad,and introduces the research ideas and methods in this paper,and the innovation and lack of this article.The second part is related concepts and theoretical basis of the research.First of all,it defines the relevant concepts of the local government in the new energy automobile industry policy,and then expounds the policy implementation theory and the industrial policy theory,which will pave the way for the analysis of the following.The third part focuses on the implementation of the new energy automotive industry policy in China.This part mainly collects and collates the information,combs the text content of our country’s new energy automobile industry policy,while comprehensively understands the effect of the policy implementation;The fourth part mainly analyzes the existing problems of China’s new energy automotive industry policy and the implementation of local governments.According to the implementation of the local government of the new energy automobile industry policy,the problems of the local government in implementing the new energy auto industry policy are explored from four aspects:the implementation target,the executive subject,the execution object and the execution process.The fifth part puts forward the countermeasures to optimize the implementation of the new energy vehicle industry policy in China.According to the problems in the implementation of the local government of the new energy automobile industry policy,this paper puts forward measures to effectively strengthen the implementation effect of the local government in the new energy auto industry policy,in order to promote the better development of the new energy automobile industry,from the aspects of improving the quality of the policy,improving the quality of the executive body,strengthening the sense of the target group identity,and standardizing the implementation procedure of the public policy.The last part is the conclusion,which generalizes the research of this paper,and looks forward to the development trend of China’s new energy automobile industry as well as the implementation of relevant policies of the local government in the future.
