Vigorously developing low-carbon enterprises and low-carbon economies is the most powerful way to deal with the current environmental problems and achieve sustainable development.It is imperative that the electric power industry comprehensively deepen the reform and develop renewable energy sources such as wind power and photovoltaic power generation.With the rapid development of market economy and the promotion of new energy consumption strategy,power companies have been forced to explore their own path of sustainable development while facing pressure from all parties,in order to cope with new changes and adjustments.The innovative performance management model is one of the most important parts of internal reform,Only in this way can they cope with the new changes and adjustments,and the innovative performance management model is one of the important parts of the internal reform.Performance management is an important module of human resource management in modern enterprises and also an important means for enterprises to maintain competitive advantage and achieve strategic goals.Through performance management,enterprises can quickly find out the problems existing in their operation and constantly seek improvement measures to speed up their competitiveness.For electric power company,the traditional mode of performance management has been difficult to adapt to the new situation and management requirements,in the practice of performance management,due to the lack of systematization of performance management mode and lack of matching with strategic direction,even if the performance on the surface meets the target requirement,there is virtually no substantive help for the improvement of enterprise performance,the reform is imminent.Balanced scorecard is a tool widely used in the field of performance management.It divides the strategy of the organization into several dimensions to further divide the operational measurement indicators and evaluation value.This method of layering decomposition and quantification ensures the consistency of strategic objectives from top to bottom and it will be an effective tool to improve the competitiveness of the company by constructing the performance management system of the power supply enterprise with the idea of balanced scorecard.Based on the basic theory of Balanced Scorecard,combined with the current new energy consumption strategy of Q Power Supply Company,this paper constructs the performance management system of Q Power Supply Company and provides a new way for its internal management and method.First of all,this paper summarizes the meaning and methods of performance management.Combining with the development process of performance management in electric power industry,this paper introduces the concept of performance management based on Balanced Scorecard,analyzes the application features and basic principles and steps of Balanced Scorecard,Based on this analysis,the advantages of BSC in the performance management of power supply companies are analyzed.Secondly,according to the current situation of China’s power industry development,combined with the characteristics of the power company’s products to analyze the characteristics of the performance management of power companies.And introduced the current situation of Q power supply company management in detail.In particular,it referred to the new energy consumption strategy of Q power supply company at the present stage,analyzed the problems existing in performance management and analyzed the causes of the problems.By analyzing and decomposing the strategy of Q power supply company,this paper constructs the enterprise strategy map based on five aspects of finance,internal business process,learning and growth,customer level and new energy consumption,and determine the specific evaluation index.Then,through the analytic hierarchy process and the fuzzy comprehensive evaluation method,the specific weights of the company-level indicators are calculated,and the company-level performance evaluation of the current Q-supply company is carried out.Finally with the instance of the specific department to build out the departmental level and post level performance evaluation method,ultimately construct a set of performance management system(from company level to post level)suitable for Q-powered companies.And pointed out the countermeasures and suggestions of balanced scorecard in the process of implementation.It should actively promote the improvement of corporate culture of power supply companies,vigorously promote the implementation efficiency,emphasize employee career development planning and improve the performance indicators to build four learning enterprises Strengthen and ensure the efficiency of performance management.This paper not only through the theoretical review and the specific development of Q power supply company,found the most suitable method of performance management at this stage-the Balanced Scorecard,more innovative is to join the new dimension of new energy consumption,which provides a new idea for the future performance appraisal system of municipal power grid enterprises.
