| With the promotion of a series of measures such as power market reform,grid enterprises are no longer the only subject of electricity sales,and their power sales market share will face more intense competition.At the same time,to promote energy transformation and accelerate the development of green and clean alternative energy gradually become the global energy development trend,Xi Jinping,general secretary of the double carbon target on energy and power development to make important arrangements,proposed to build a new power system with new energy as the main body.In this context,grid companies need to adapt to the new trends in society and the market.A perfect performance management system can guarantee grid enterprises to successfully accomplish their strategic goals and increase their core competitiveness in order to secure their position in the increasingly competitive power market.However,S Power’s performance management system cannot adapt to the changes of macro environment in time,so at this stage,S Power urgently needs to redesign a set of scientific and efficient performance management system that meets the company’s reality in order to carry out performance management smoothly.This paper carries out the performance management research work of S Power Company by combining theoretical research and case study.Firstly,the relevant concepts of performance management and the theoretical basis of the study are clarified.Then,combining with the current situation of performance management in S Power Company,the analysis concluded that S Power Company has problems such as performance indicators not connected with strategic objectives,not reflecting the idea of multidimensional lean management,and lacking evaluation indicators for social responsibility.In response to the above problems,this paper clarifies the feasibility and necessity of introducing balanced scorecard in performance management,and proposes specific optimization solutions in four aspects:performance planning,performance implementation,performance evaluation and performance feedback.Based on this,a five-dimensional index system is designed based on the idea of multidimensional lean management,and the weights of the refined indexes of each dimension are determined by using fuzzy hierarchical analysis and questionnaire method;the plan of performance feedback and improvement is determined,so as to build a new performance management system.Finally,this paper applies the balanced scorecard performance management system to the power supply companies under S Power Company,analyzing the strengths and weaknesses of each power supply company from each of the five dimensions,and at the same time formulating performance management guarantee measures in the company’s culture,system and management,which provides guarantee for the effective implementation of the performance management system and ensures the achievement of the company’s strategic goals.This paper adds social responsibility as the fifth dimension to the original four dimensions of the balanced scorecard,and introduces the concept of multidimensional lean management into the evaluation index selection of performance management to build a set of performance management system that meets the actual situation of S Power Company and reflects the idea of multidimensional lean management,hoping that the research in this paper will enrich the theoretical study of performance management and provide reference for the optimization of performance management of other power grid enterprises at all levels. |
