Study On The Strategy Of Renaissance And Development In Lakeside Area Of Panjin City Under The Perspective Of Inventory Planning

Chinese urban renaissance is guided by the brand strategy of new urbanization from the mode of the development of new area to enhance the land revenue as the representative of the incremental planning to the coexistence mode of incremental planning and stock planning.The city do not advocate the single mode which rely on sale of land to increase local fiscal revenue.The urban operation and management has been the focus of attention.The implementation of new urbanization under the national strategy,the development of new area and the renaissance of old area has become the main battlefield of urban operation.Collaborative development is the value of urban renaissance.In the course of 30 years’ Reform and Opening up,the city scale expanded rapidly.The various factor of old area which include economy,society,culture,environmental quality and other aspects has declined.Confronting increasingly multiple urban issues,The CPC Central Committee held the city working conference of after a lapse of 37 years in 2015,which proposed to implement the development concept of innovation,coordination,greenness,openness and sharing,to solve urban problems and transform urban development model to realize that economic,society,culture,environmental quality can be connected effectively to build a harmonious livable,vibrant,distinctive modern city for the reason that Chinese urban renaissance need put forward higher requirements.Under the limited resources,the urban renaissance can make city obtain the greatest economic and social benefit.Under the new normal condition,the non-protected blocks in our country have the potential of rejuvenating the urban vitality due to the characteristic resources and location advantage.Carrying out the stock planning is the most effective approach for urban renaissance.Therefore,it is of great significance to study the urban renaissance under the stock planning perspective.By analyzing the present situation of Panjin City’s lakeside area,I summarize the status,identify practical problems.Based on the analysis of relevant theories and development process of stock planning,urban renewal and urban renaissance,reconstructing the stock resources of the lake area to complete the urban renaissance work in the lake area.At the same time,the paper puts forward the supporting measures of internal and external traffic alleviation,environmental quality improvement and urban cultural bearing.However,the relevant policy and system design of the stock planning in China is still not perfect.This article draws on the policy of urban renewal in Shanghai,Guangzhou and Shenzhen,and provides the relevant suggestions on the direction of policy and system design.
