Method And Practical Research On Stock-based Urban Design Programming Under Action Planning

After more than 30 years of extensive economic growth with the rapid expense of land,energy and environment,the production and development of cities have begun to change from scale and speed to quality and efficiency.The land finance relied on the incremental expansion also have began to turn to urban renewal enhancing the efficiency of stock land,which governments regard as the main economic breakthrough point.Chinese urban development has ente red to an era of stock.Under this background,how to deal with the complex situation of the stock of land,will determine whether the urban design can be the core technology of planning,which is regarded as the increasing important work in urban planning.Actually,urban planning and design methods used by domestic designers are to solve the incremental planning,while the stock-based urban design focuses on the transfer of property rights,balance of interests,industrial upgrading,land appreciation and other issues,which inclines to space design based on economics and sociology.However,this knowledge is not good for most planning and design practitioners,and it will be difficult to support the capacity of urban design in the face of inventory problems.The purpose of this study is to solve this problem.Starting with the stock problem to be solved by stock-based urban design,this paper proposes that the urban design should be pre-planned before the space design.With the method of action planning,the theoretical framework of stock-based urban design is constructed.Through the actual project of the area renewal for the two sides of Anda railway,the paper introduces the application of the planning theory framework and the detailed content of the programming.This paper argues that the urban design meaning to solve or adapt to economic and social problems of complex stock space through space design,have to do a good job in the previous stage of the programming work.Let the plan go ahead.making a pr eliminary evaluation of the economic,social and environmental benefits of the future space design,and carring out conceptual and conceptual planning and design results.And then control and guide the space creation design.As for programming,this study introduces the concept of action planning,which takes the short-term goal as the main goal,and takes the timing and flexibility as the guidance.First of all,through the previous research,we make a comprehensive interpretation of the material,space,environmental factors and socio-economic policy elements of the current plots,and identify the key issues.Then through the goal planning,project programming,space planning,action plan,the design is arranged in advance,and draw the design and implementation of the planning results.The introduction of action planning,makes the planning process in systematic and logic,and make the urban space design going in rules,meeting the needs of market operation and interest groups in the reality,realizing the comprehensive benefits of economy,society and environment.
