Research On Cost Control Of University Infrastructure Projects

In China,universities are experiencing large-scale expansion of enrollment,and meanwhile the university infrastructure work is also in a high-speed development period,thus campus resource becomes severely insufficient due to the enrollment expansion and the overall integration of universities,and moreover most universities are in overloaded operation.Therefore,it is imperative to increase the investment of fixed asset and to construct new campuses,but the construction investment will be as much as hundreds of millions or even more than one billion yuan.In china,due to the particularity of universities,while doing project constructions,state-run universities would firstly make project application,and then with the approval by higher authorities,they would carry out project budget according to the appropriated fund and the self-raised capital.During the process of construction,since university is not a project construction unit in essence,and lacks a professional team to do cost control,and furthermore the supervision of financial department is just for checking whether the expense meets the requirements.In this sense,their foundation work in cost control and cost management is quite weak,and lacks a complete system for cost control.The application of analytic hierarchy process in the cost control of project is mainly to make evaluation about the performance of project through analytic hierarchy process,and then to find out the deficiency in cost control according to the evaluation,so as to handle and modify it in time.Such an approach can overcome the deficiency of traditional approach of cost control that emphasizes post-action control,make real-time evaluation about the performance of project,and find out and solve the issues of cost control in time.This paper will mainly discuss how to make evaluation about cost control through analytic hierarchy process,and according to the whole construction process of the stadium of a university in liaoning province,it will analyze and discuss the issues existing in its cost control,and make objective comments on it.Finally,it will propose reasonable suggestions for cost control of the infrastructure work of universities.
