Research On Risk Management Of “EPC+F” Project In Latin-American Countries

Driven by the "Go Out" policy and the One Belt and One Road initiative,the trade between China and Latin American countries is been becoming more and more frequent.The number and amount of international projects contracted by Chinese contracting enterprises have been increasing year by year.At the same time,the project types are diversity and innovating.The "EPC+F" mode is increasingly favored by Chinese contracting enterprises.In "EPC+F" model,contractors should not only complete the design and construction of the project,but also help the owner solve the financing problem,which can greatly improve their core competitiveness.However,the risks of"EPC+F" project are complex and volatile,which should be highly concerned by contractor.From the perspective of contractor,this paper studies the risk management of"EPC+F" projects in Latin-American Countries,and provides references for enterprises to "Go Out".Firstly,this thesis describes the current situation of projects contracted by Chinese contracting enterprises Latin-American countries through a large number of literature studies.And this paper defines the concept and characteristics of "EPC+F" mode,which defines the research scope and makes the research object clear.After that,it expounds the related theories of risk management,which lays a theoretical foundation for this paper.Secondly,this paper identifies the risks of "EPC+F" project in Latin-American Countries through WBS-RBS risk identification method,and establishes a risk list of"EPC+F" project in Latin-American Countries,including seven major risk categories:politics,economy,law,society,financing,technology and nature.Then,this paper collects data by expert scoring,and evaluates the risks of "EPC+F" project in Latin-American Countries by using risk-matrix and Borda sequence value method,getting the grade of all kinds of risks.Thirdly,this thesis puts forward specific suggestions for all kinds of risks in"EPC+F" projects in Latin-American Countries through literature research,expert interview and so on.The paper also gives comprehensive suggestions for rick management from four aspects,including organization,system,process and culture.These suggestions can provide references to Chinese contracting enterprises.Finally,the thesis regards the Bolivian LL highway project as the research object,identifying and evaluating the project risk.It also puts forward different suggestions for the project,which will make it better to apply the theory to practice.
