| Since Beijing fully promoted the transformation of shantytowns in 2009,the transformation of shantytowns has played a prominent role in improving the housing conditions of residents and improving the quality of living.By the end of 2017,Beijing has completed a reconstruction plan for more than 150,000 shanty towns..General Secretary Xi Jinping’s visit to Beijing on the 2nd,26 th inspected Beijing’s urban development and management work.Following this,“Beijing Urban Master Plan(2016-2035)” clearly puts forward “reduction in quantity and quality in urban development and construction”.With its development strategy,Beijing is officially on the road to transformation and development.The transformation of the squatter settlements in Beijing will implement the population scale and construction scale control requirements for the new overall plan,improve the public service facilities and enhance the living space quality.Under the background of the transformation and development,the shanty town area transformation originally used the “adjustment plan” to achieve balanced funding.It was not feasible to implement the squatter settlement reform project.Some squatter settlement renewal projects reduced the construction land or construction scale in the planning examination and approval,making the underfunded reconstruction project more difficult.The balance of funds has resulted in a certain degree of slowdown in the reconstruction of shantytowns in Fengtai District or the stagnation of individual projects.The transformation of shantytowns in Fengtai District is facing a transformational development.Therefore,it is hoped that through the combing and research of this article,it will be able to play a role in attracting shanty towns in Fengtai District,so that all parties involved in the shanty towns can benefit from the comprehensive benefits brought about by the shantytowns transformation and coordinate the settlement of shanty towns.The difficulties in the transformation,crack the difficult situation of the reconstruction of shantytowns in Fengtai District.This paper is divided into five chapters:Chapter One Introduction.Introduce the research background of the project,overview of relevant research at home and abroad,definition of related concepts and research objects,research purpose and significance,method and framework.Chapter Ⅱ Basic research on shantytown reconstruction.The relevant theories of combing with shantytowns transformation and reviewing the relevant practices of domestic squatter settlements reform are the basic work of the dissertation.The third chapter summarizes the transformation of shanty towns in Beijing.Specifically narrate the status quo and work content of the squatter settlements in Beijing,and sort out the transformation background and transformation direction of Beijing shantytowns transformation.The fourth chapter studies the current situation of reconstruction of shanty towns in Fengtai District.Study the transformation background,transformation contents and characteristics of shanty towns in Fengtai District,and investigate and research the different types of projects and participating parties,and demonstrate the reality of the shantytown reconstruction project in Fengtai District under the background of transformation and development.The fifth chapter is about the transformation dilemma and strategy of shantytown reconstruction in Fengtai District.Under the background of transformation of shantytowns in Beijing,the transition dilemma of shantytowns reconstruction in Fengtai District was summarized,including supporting policies,capital balance,planning,project approval,and project implementation.Through the guidance of relevant theoretical studies and the experience of relevant practices,the relevant policies and recommendations for the reconstruction of shanty towns in Fengtai District will be proposed. |
