Research On The Conflict And Coordination Strategy Of The Space Planning Of Tourist Attractions Under The "Multi-garden Coexistence"

With the rapid development of economy and society,tourism has become an important lifestyle and economic activity in contemporary society.In order to strengthen the development and construction of scenic spots and the demand of the protection and management,China has established various types of tourism scenic spots,such as scenic spots,geological parks,nature reserves,forest park,etc.,which appear in the same geographical space within the scope of the phenomenon of "multiple parks coexist,in planning period,planning scope,planning objectives and the protection partition.There are a lot of conflict.In this paper,through literature review,field reconnaissance,Arc GIS software methods of quantitative analysis and qualitative analysis,analysis of "multiple parks coexist" the development of tourism scenic spots,root cause,conflict characterization and solutions,designed to coordinate multiple parks coexist "conflicts of tourism scenic area of space.The "multi-garden coexistence" tourism scenic spot has experienced the three stages of independence,overlap and competition.The root cause is the unbalanced allocation of resources and the unclear management power.In this paper,the research object of yulong snow mountain glacier tourism scenic spot is the specific representation of the conflict problem from four aspects: planning period,planning scope,planning target and protection zone.On this basis,put forward "two unified,one as a whole,coordinate the planning and coordination of technical route and based on the protection of the ecological suitability evaluation division coordination planning method,and further from the public platform for the connection of management,to establish and improve the system and strengthen the supervision of laws and regulations in building the mechanism of coordination and implementation.The main conclusions of this paper include the following aspects:(1)The phenomenon of "multi-garden coexistence" has experienced four stages of development: the embryonic period from 1949 to 1978,the independent stage of 1979-1991,the overlapping stage of 1992-2002 and the competition stage from 2003 to the present.Through the comparison and analysis of the difference between the legal system and the administrative system,it is concluded that the root cause of the "multi-garden coexistence" is the unbalanced resource allocation and the unclear management power.(2)The yulong snow mountain glacier travel scenic spot has rich natural resources and human resources,in the beginning-development-mature after three stages of development,tourism has become a regional pillar industries,but at the same time the jade "multiple parks coexist" space conflict problem also gradually appear,embodied in overlapping scope of protection,protection measures,as well as the development direction of the protection and development is not very clear,and so on.(3)The spatial planning conflict of "multi-garden coexistence" is mainly manifested in four aspects: planning period,planning target,planning scope and protection area.Planning period conflict is mainly manifested in the base period and planning target years,planning goal conflict mainly by different protection object and function orientation,planning scope conflict is due to the level of all kinds of park,set up time and geology factors such as different,protection partition conflict is mainly caused by different control requirements.(4)Based on the planning period,planning scope,planning objectives and the protection partition the conflict characterization,put forward "two unity,one as a whole,one coordination" of planning and coordination of technical route,and with the help of Arc GIS software platform,based on the protection of the ecological suitability evaluation division coordination planning method.After that,the coordination and implementation mechanism of "multi-garden coexistence" tourist attractions was constructed from four aspects,namely,realizing management docking,establishing public platform,improving the legal system and strengthening supervision.
