Study On Project Risk Analysis Based On PPP Mode

Urban infrastructure construction is an indispensable component in the urban construction,economic development and urban development,also a prerequisite to the urban sustainable development.Diversified financing forms of infrastructure construction gradually formed and perfected have promoted the rapid development of the urban infrastructure projects in our country.PPP mode is able to fasten the speed of urban infrastructure construction,speed up the facilities into operation,reduce financial pressure of the government,lower life cycle cost,improve operation and management performance and better share the risk.However,reasons like unequal status,urgency of the project construction and so on have caused the government and investment enterprises to diverge in terms of risk sharing.In the construction of actual projects,a certain party’s failure of performing the duty of risk sharing normally has hindered PPP mode from functioning properly for many times.Thus enhancing the risk management study can increase the construction management level of PPP projects and improve the project profits,which have certain realistic meaning of PPP mode’s application in the urban infrastructure construction in our country.Study background and meaning are first illustrated in this paper.On the basis of large amount of studies on PPP mode and the theories and models of financing risks of the project at home and abroad,meaning and characteristics of the infrastructure construction,PPP and project risk are described,with the explanation of the main contents they contain.Next,study methods and theories are explained in detail,and the fuzzy comprehensive evaluation model based on entropy through the combination of entropy method and fuzzy comprehensive evaluation model.At last,project A of sewage treatment expansion is chosen for case study.Risks of project A are identified,risk evaluation index system of project A and the fuzzy comprehensive evaluation model based on entropy are established,and the risk sharing game model is thus established according to the game theory.In the end,reasonable risk sharing mechanism is proposed,as well as the suggestions of the financing risk sharing of infrastructure construction in our country under PPP mode.From the perspective of the whole process of financing risk management,this paper does not only study a certain aspect of financing risk,but also provides theoretical and practical complement for the whole process of financing risk management under the current PPP mode in our country,and it is expected to provide certain guidance for the governmental departments and private business in terms of financing risk management of this kind.
