Urban rapid rail transit has characteristics of complicated construction method, high construction funds, long construction period and also the overhead lines might have impacts on the surrounding environment. Corresponding to each feature during the construction period, there would be some risk factors. These risk factors would have influence on the construction security and the successful implementation during the construction of urban rapid rail transit, and even cause significant risks during the operation period after the construction. Therefore, it is necessary to carry out the research on construction risk management of the urban rapid rail transit project.This paper took the Beihu line light rail in Changchun as the study subject. This project was granted to be constructed by the National Development and Reform Commission(NDRC basis [2015] No. 1345) in June 2015, and this approval was including in the contents of "Changchun city rail transit construction planning(2010 to 2019) adjustment programs", which approved the construction period was three years. Due to the reason that Changchun is located in north of China, the permafrost has influence on the construction period and schedule, and also the construction region crosses the Old Town and the new development area. Hence, the selection of construction method, levy demolition, environmental constraints and other risks cannot be ignored. Therefore, the research on construction risk management of Beihu Line Light Rail could provide theoretical guidance for the successful implementation of this project, and could provide assistance to the construction security. Set one line as the example to establish a risk identification and evaluation system could provide a reference for the subsequent construction of the urban rapid rail transit project.This paper firstly introduced the background, research significance and study objects. This part gave a brief introduction of Beihu line light rail in Changchun, described the risk management study situation of railway industry in the worldwide and then summarized, after that explained the research content and research methods. In the following part, this paper introduced the relevant theoretical knowledge of project risk management, project quantitative, qualitative analysis and risk response measures. Risk identification process mainly applied the brainstorming to carry out the risk identification and applies the survey method as a supplement. Through analysing obtained the results of risk identification and carried out the qualitative analysis according to construction quality, cost and schedule. In the risk assessment process, this paper used analytic hierarchy process to establish a risk assessment index system and a risk assessment model hierarchy. After the weight calculation based on level indicators and secondary indicator and the consistency test, the quantitative risk assessment results were finally obtained. Applying expert scoring method on this basis, the possibility of each risk were scoring. Finally, the risk importance sort were obtained after combining risk weights and the possibility. As a result, the risk importance had been classified: risk level I, risk level II and risk level III in a decreasing importance order through the application of probability and impact matrix. According to the results of risk assessment, the responses were given corresponding to each risk level. This part focused on the study of responses of risk level I from eight different aspects: refinement of the construction and design interfaces, rational controlling of schedule progress, strict controlling of raw materials quality, comprehensively addressing the impact of public facilities, patient coordinating the business impact problems, reasonable overall construction progress, strengthen the management of project organization functions department and strengthen the construction management. Otherwise, the responses of level II and level III were also analyzed and discussed. Finally part was the summarizes, in this part, the shortcomings were pointed out and also the future study. This paper were aimed to give a guidance in the prevention work before the project construction and provide a reference when encountered risks during the construction period, in order to contribute to the construction safety and the successful implementation of Beihu line in Changchun Light Rail.
