Because of its unique geographical location and rich resources,especially in recent years,the Arctic region's potential resource value and shipping value have become more prominent with the increasing global warming,which has increasingly attracted worldwide attention.The North Sea Route,known as the new "Atlantic-Pacific Axis Route",has no commercial shipping value due to the blockage of the ice sheet in the early stages,but it has triggered an upsurge of development with the accelerated melting of sea ice in the Arctic Ocean.As a major shipping country in the world,China's maritime transport plays a decisive role in China's domestic and foreign trade.At present,China's foreign trade to Europe is over-reliance on traditional routes with the Malacca Strait and the Suez Canal which are the main connecting points.In the future,the commercial navigation of the North Sea Route will have an active role in China's trade development and transportation safety.However,the immaturity of ice ship technology,the high cost of ice vessels,the lack of ice-navigation personnel,lack of ice navigation experience,and lack of technology constrain the development of polar transportation.Under the above background,this paper proposes the strategy of using ordinary ships to transport ships in the ice section with refitting the ice in the general segment,and shortening the transportation distance and time of the ice in the entire transportation process in order to reducing operating costs and capital costs.This paper takes the ports along the North Sea Route as the research object,takes the transit port as the research objective,summarizes the methods,proposes problems,analyzes the problems and solves the overall research ideas of the problems.By using the cost estimation model and extension fuzzy comprehensive evaluation analysis method,the analysis and assessment of alternative transshipment ports along the North Sea Route are conducted,the scientific and sustainable implementation strategies on development and utilization of the North Sea Route for China have been formulated,and it is also expected to have a certain significance for the promotion of China's Arctic strategy.
