The natural and economic conditions of the Arctic Northeast Route are introduced, and the expectations that" the melting rate of ice in Arctic sea is faster and faster, resulting in the reduction of Arctic sea ice extent, Arctic Northeast Route will achieve a full commercial operation" are made. It elaborates the basic connotation and application scope of Pareto optimality theory. It points out that the conditions and criteria to achieve Pareto optimal configuration is the exchange balance, maximize productivity and social utility balance; the purposes of the application of Pareto optimal theory is maximized the limited capacity resources in the container liner market on Arctic Sea Routes. On this basis, the technology flow chart is presented. Two aspects of the Arctic Northeast Route costs involved in the shipping cost and inventory cost are analyzed. To minimize the total cost, the Pareto optimal allocation model is established. Compared with the study of traditional routes, the sailing environment, cost management, Airworthiness ship, and other aspects of Arctic Northeast Route has its particularity. Combining features of the Arctic Northeast Route, the Voyage frequency of container liner shipping on the Arctic Northeast Route is analyzed. The main conclusions are:With the increasing size of ships, the shipping cost of container liner increases on the Arctic Northeast Route. The larger the ship, the higher the total inventory cost on the Arctic Northeast Route. As a decision variable, the higher the voyage frequency, the higher the total shipping cost and lower the total inventory cost. For the same size of the ship, shipping frequency declined when fuel prices rise. At the same level of fuel price, different sizes of the ship have different optimal solutions of voyage frequency. And all ships achieve the lowest voyage frequency when the size of ship is 2400TEU, while the highest voyage frequency when 6600TEU.
