Enterprise Strategic Management(ESM)is the highest level or highest rank in "pyramid" of the modern enterprise management.At abroad,since the classic theory of strategic management was formed in the 1960's,it has been in the ascendant with respect to the theoretical study and practical application of strategic management.In China,more and more experts and scholars have begun to dabble in academic research and practical application of strategic management in recent years;however the overall research capacity and output quality lag far behind that in the developed countries.Given this,in order to promote the process in application research field of ESM and to upgrade the author's knowledge level in strategy management practice,this paper takes China Railway Southwest Research Institute Co.,Ltd.(CRSRI)as the research object,which is the wholly owned subsidiary of China Railway Group Limited,one of the global top 500 enterprises,to find the problems in enterprise development,analysis causes of problems and thus propose the theoretical solution to problems based on the strategy management theory and the management practice.First of all,it introduces the background,significance and method of the study in the chapter 1.In chapter 2 it introduces the relevant strategy management theories regarding enterprise development,summarizes and sorts out the theory systems,classifications and analysis tools through studying treatises,papers and cases on ESM at home and abroad.Based on it,a sound theoretical and fundamental basis is set up for the following study in this paper.Secondly,starting from the chapter 3,based on the modern and well developed strategic management theory systems,it builds up the core contents and system structure of this paper through five important strategic management links,namely the strategy analysis,strategy choice,strategy formulation and strategy implementation,so the contents of chapter 3,4,5 are focus of this paper.From the view of the financial operating results,China Railway Southwest Research Institute Co.,Ltd.has achieved inspirational successes and considerable developments in past more than 50 years.However,subjected to the traditional and old management mode,it is inevitably faced with problems and challenges in sustainable and healthy development because of unclear strategy positioning,insufficient innovation impetus,unadvanced management mode and rigescent thinking mode.In order to reverse the developing predicament and disadvantageous situation,and based on the use of enterprise strategic management theory,the external development environment,internal resources capacity and SWOT are comprehensively analyzed for China Railway Southwest Research Institute Co,Ltd.,and the underlying and inherent problem in development process is found,namely the strategic management problem.Thirdly,based on the strategic environmental analysis the author judges that the external opportunities are larger than threats,the internal disadvantages are larger than advantages for the overall development trend of China Railway Southwest Research Institute Co.,Ltd.,and it is a typical "OW"development pattern.According to the general theory of strategic management,the "reform and restructuring strategy" or the "maintainable and stable strategy" can be selected.However,in terms of selection of a strategy option,it is need to comprehensively consider various factors,e.g.the risk preference of the strategic decision makers,the enterprise's own development characteristics and the enterprise's strategic positioning etc.From the view of practice level,with the deepening reform of State-owned enterprises at present and resource integration of China Railway Group Limited,China Railway Southwest Research Institute Co.,Ltd.has a broader development platform,more favorable opportunities and potential opportunities for development.So,in the strategic choice link,this paper argues that choice of the "reform and restructuring strategy" is adaptable to the enterprise's development strategies of China Railway Group Limited and China Railway Southwest Research Institute Co.,Ltd.on the one hand and is compatible with the basic demands of the stakeholders on the other hand.Fourthly,based on selection of the "reform and restructuring strategy",and in view of the accepted and recognized strategic management theory,this paper puts forward a set of enterprise strategic plan in terms enterprise-level strategy,business-level strategy and functional-level strategy,which is suitable for the actual development requirements of China Railway Southwest Research Institute Co.,Ltd.Fifthly,to ensure timely and effective implementation and adjustment of the strategic plan,it discusses the implementation principles,implementation plan and the strategic security mechanism for the enterprise development strategic plan of China Railway Southwest Research Institute Co.,Ltd.in the final chapter.
