The construction industries are under a good developmental environment in our country."Twelfth Five-year" is a key point to accelerating promoting urbanization and industrialization,the transformation of the pattern of economic development,expanding domestic demand and increasing the endogenous type economy,urbanization and macro-management will be the main melody of the development.In 2011,the State Council issued eleven national significant regional development strategic planning,such as Hainan International Tourism Island,the Pearl River Delta Reform and Development Planning Outline,the Jiangsu Coastal Region Development Plan,Promoting Plan for the Rise of the Central Region,combined with the Development of the Western Region and the Southeast Coastal City Group Strategy,predictably,construction industries are going to face unprecedented opportunities in the next five to ten years.Residential property,commercial real estate,government affairs center,community infrastructure and tourism real estate will maintain continuous high growth.Engineering project is the terminal product and the main source of profits of construction enterprises.Under the current background that the recognition and application of Project Manager System spread extensively,project managers naturally become the critical joint to guarantee that projects can be finished with high efficiency,low cost and high profits.The focus of this paper is how to optimize the Project Manager Performance Appraisal System(PMPAS).It is expected by integrating related performance appraisal theory and practical experience,to establish a more scientific,reasonable,standardized,equitable and inspired PMPAS,for taking full advantage of project managers' ability and enthusiasm,improving the efficiency of human resource configuration,achieving the maximum efficiency and function of construction enterprises' project managers.Therefore,thus institutional design will lay a solid foundation for the planning and the implementation of projects,the development and the revenue growth of construction enterprises.Taking the Guangdong Branch of CSCEC-4 as the research object,this thesis analyzes the current situation,problems and causes of PMPAS based on the review of domestic and foreign relevant research and theory,designs a optimized planning of PMPAS from the three aspects of the optimization of index evaluation method,evaluation index of the optimization and the design of the overall assessment of the optimization,by combining the documents issued by CSCEC-4,such as "enterprise project management for quality standard(first edition)"and "project management for quality(third edition)",and using the assessment of management by objectives,core performance indicators evaluation and comprehensive performance evaluation method,evaluation index system of classification as well as the design project manager performance evaluation optimization.Furthermore,the implemental steps and measures of the optimized scheme are represented in detail.In the end,the research is summarized and prospected,and several points for improvement and the possible direction of further research are put forward.
