Regional Environmental Pollution And Government Trust

In recent years,with the comprehensive construction well-off society has entered into the phase of runoff,the economic development of our country in the new stage,the people material life level also had a considerable increase.However,as the demands of the people gradually ease,the environmental pollution problem is showing a growing trend,and constantly affects people’s production and living in China,even threatening the people’s safety of life.At the same time,the mass incidents caused by environmental pollution in recent years,which makes the government’s credibility is being challenged,and the decline of government trust,which is unfavorable to the harmonious and stable development of society.By reviewing the literature,foreign scholars first researched government trust,including the study of the connotation of the government credibility and political theories of government trust,and studies the influence factors of the government credibility.Domestic scholars started their research on government trust are late,the study of government trust most from the perspectives of the political corruption、public policy system and culture,the coverage is small and needs to be expanded.Because of the sample data collected is hard,much of the research based on the theoretical level,domestic scholars lack the necessary empirical analysis and robustness testing.In this paper,using the data from CGSS(2010)and China statistical yearbook.The pollution status of the cities in CGSS(2010)was matched with the degree of the respondents’ trust in the government.Using ordered Probit model,from the objective existence of the pollution of the environment and residents’ subjective environmental risk perception.Through two aspects respectively test the impact of environmental pollution to the government trust.The empirical results show that the objective region environment pollution is more serious,will not affect people’s trust in the central government,but the local government credibility will be lower.when the residents’ subjective environmental risk awareness is stronger.trust of local government will also reduce.The Paper also use environmental pollution treatment investment as proxy variable of environmental pollution,empirical results show that the pollution treatment investment does not bring the residents to improve the trust of local government,but reduces the residents’ trust in government.After analyzed the marginal effect,the effect of environmental pollution on government trust still holds.According to the individual characteristics of the interviewed residents,such as theirage,education level,household registration status and so on,different groups have different trust in the government.After the sample size was divided into western region,central region and eastern region,the central region and eastern region showed that environmental pollution would inhibit the trust of local government,while the environmental pollution in western region did not inhibit the trust of local government.Existing literature analysis the relationship between environmental pollution and economic growth,but the substitution effect about the environmental pollution and economic growth to the government trust,no detailed description.In this paper,by constructing interaction of the environmental pollution index and economic development index,to explore the influence on the government trust.This paper further researches the environmental behavior of individual citizens,the analysis results show that the environment pollution is more serious,the public will also strengthen individual environmental behavior.Through research and analysis,environmental pollution has a significant inhibitory effect on local government trust,which is not benefit to the stable and sustainable development of society.Therefore,in order to improve residents’ trust in the government,this paper proposes the following suggestions:(1)we need transform the model of economic development and promote industrial upgrading.Eliminate energy-intensive,highly polluting industries.(2)improve the assessment system of local officials advocating green economic appraisal system,incorporating environmental indicators into the official examination system,clear responsibilities and effective environmental regulation,better balance good regional economic growth and environmental development.(3)strengthen the government administrative ability to work the government,pay more attention to the public demand,improve the service consciousness.on the one hand,take the initiative to play a leading role,actively participate in environmental protection activities.On the other hand,in order to let residents know the progress of the government’s environmental protection work,government information should be publicized.(4)Improve environmental legislation,improve environmental supervision,increase the publicity of environmental protection and strengthen the punishment of environmental pollution caused by enterprises in their fields.
