Local Governments' Environment Governance Under The Perspective Of Government Credibility

In the context of increasing environmental governance pressure and the loss of credibility of local government,it's of obvious practical significance to explore how to improve government credibility during the process of environmental governance.In existing studies,there is much research work concerning local governments' environmental governance especially the governance of environmental mass incidents as well as government credibility.However,very few attempts have been made to study both of them under an integrative perspective.This research can be considered as such an attempt.Based on the perspective of government credibility,this research studies local governments' environmental governance from the dimension of idea,institution and behavior.This research points out that according to the requirement of government credibility improvement,there are three major problems of local governments' environmental governance,that is,the problem of idea--the idea that economic development is paramount ignores people's environmental interests,the problem of system--there is a lack of institutional arrangements to encourage social participation in environmental governance and the problem of behavior--environmental decisions lack popular participation and popular support.To solve these well-stated problems,this thesis proposes the practical strategies for local governments to improve credibility in environmental governance.Strategies are as follows: firstly,adjust the performance appraisal system and change the idea of GDP-only,secondly,promote the disclosure of environmental information and safeguard the public's right to know,thirdly,encourage public participation in decision-making and pursue public identification in decision-making and lastly,unblock channels for interest demands thus to prevent the fighting for rights.
