| Jining City,Shandong Province,as a pioneer city in the pilot provinces for monitoring,monitoring and law enforcement vertical management system reform of environmental protection agencies below the provincial level,put forward innovative attempts in exploring the vertical management reform of environmental protection.As soon as the establishment of the high-tech division in 2006,it was subordinated.The Municipal Environmental Protection Bureau directly manages;and is the first in the country to establish an environmental grid supervision platform,using the cloud big data platform to break the geographical obstacles to achieve full coverage of law enforcement.In the process of vertical management reform,many difficulties have also been encountered.Due to the localized management of personnel treatment,the grassroots environmental protection departments are not motivated by vertical reforms,and the horizontal exchanges of cadres are also hindering new problems.After vertical,they coordinate with local governments.Weak,lack of substantive deliberative coordination agencies,the supervision capacity of the grassroots environmental protection departments also needs to be improved.In response to these existing problems,combined with the actual situation in Jining City,specific incentive and punishment measures should be set up in strengthening the responsibility system and improving the assessment mechanism;exploring the establishment of a substantive deliberation coordination mechanism to strengthen the coordination between the vertical environmental protection department and other business related departments.Linkage;expand the number of civil servants recruiting and career establishment staff,strengthen business training,strengthen the law enforcement forces of grassroots environmental protection teams,consolidate the results of vertical management reform from multiple channels,achieve the purpose of reform,and promote the improvement of environmental quality. |
