In September 22,2016,general office of the CPC Central Committee,the State Council issued the "guidance on environmental supervision and law enforcement agencies to monitor the vertical management system reform pilot work(hereinafter referred to as the" opinions "),and issued a notice requiring all localities and departments to earnestly implement the actual.In his nineteen major reports,general secretary Xi Jinping put forward that we should speed up the structural reform of ecological civilization and improve the management system of ecological environment,and the reform of monitoring and enforcement system of environmental protection institutions below the provincial level is also an important part.The emergence of this system is aimed at changing the current criticism of the environmental protection institutions in China and improving the efficiency of law enforcement.The monitoring and enforcement of the vertical management system by the Environmental Protection agencies below provincial level is a fundamental,chassis system reform of the local environmental management system,which is a highly responsible,relevant and systematic reform.It involves the restructuring of environmental monitoring,environmental monitoring and environmental law enforcement systems.The reform process affects institutions,personnel and systems in a single step.If links are not properly connected or are too good,it will affect the reform arrangements and processes in the region,even the stability of environmental protection undertakings.But blindly "wait and see",will be passive,if because the work is carried out late,resulting in compression period to complete,it is easy to generate more problems.Based on the requirements of the National Environmental Protection organization,the paper designs a general framework for the implementation of the reform of the vertical management system(hereinafter referred to as the general framework)for monitoring and monitoring by the Environmental Protection organization of the city of hehe,which provides the advance scientific argumentation for the implementation of the plan,and is another profound interpretation of the national policy.We need to ensure that good people,money and goods are transferred in a stable and efficient manner,and,on the basis of the overall framework,we need to design sub-systems,namely,a mobility plan for people and a special local environmental fund.Comprehensive layout,macro and micro combination,and also formulated the implementation of the system of vertical reform policies and recommendations.We hope that this article can provide reference for the implementation of the system,help the city to successfully complete the reform.
