| In the face of environmental and resource constraints,the international community has increasingly stressed that industrial production must pay attention to the improvement of environmental and resource benefits.At this time,green technology is becoming the commanding point for countries to build a new round of national industrial competitive advantage,and China is no exception.However,China’s science and technology investment and patent scale rank second in the world,but the independent innovation ability of industrial green technology is not strong,the transformation and application of green scientific and technological achievements are difficult,and the innovation resources are wasted seriously,which is contrary to the powerful country of science and technology.Therefore,it is necessary to deeply analyze the causes of low efficiency of science and technology innovation in order to reverse the situation of extravagance and extravagance of science and technology innovation.Based on this,in order to improve the pertinence and applicability of the research,this paper chooses the industry of Anhui Province,which has a great constraint on resources and environment,as the research object.With the goal of evaluating the efficiency of green technology innovation and the source of its efficiency loss in 16 prefecture level cities of Anhui Province,this paper focuses on the operation mechanism of green technology innovation,the efficiency evaluation of innovation value chain links and the difference of efficiency influencing factors Research,focused on the answer“how to accurately evaluate the efficiency of industrial green technology innovation in Anhui Province?” “What are the differences in the efficiency of regional industrial green technology innovation in different innovation stages?” "What are the root causes or core constraints behind this efficiency difference and possible efficiency loss?" I hope to provide policy thinking for Anhui Province to accelerate the development of green industry and the application of green technology industrialization.Specifically:With the aid of the three-stage dea-sbm model,this study shows that: in 2009-2017,there is still 50%-65% room for improvement in the comprehensive efficiency of industrial green technology R & D and the comprehensive efficiency of scientific and technological achievements transformation in Anhui Province;external environmental variables,random interference factors and internal management factors will significantly affect the efficiency of industrial green technology innovation in Anhui Province,but at present,industrialgreen in Anhui Province The main reason for the low efficiency of technological innovation is the insufficient scale of green technological achievements transformation caused by the ineffective internal management of enterprises,followed by the external environmental variables,and finally the random factors.At the same time,affected by the above three factors,during the sample period,the regional difference of transformation efficiency of industrial green scientific and technological achievements in Anhui Province is significantly higher than the regional difference of R & D efficiency in the same period,and the former shows a trend of narrowing the gap,while the latter shows a trend of widening the gap.In addition,the impact of external environment variables shows that the same external environment variables have different effects on R & D efficiency and transformation efficiency of scientific and technological achievements.For example,increasing the proportion of the state-owned economy or increasing the operating cost of pollution control facilities can significantly improve the efficiency of innovative R & D,but the impact on the efficiency of the transformation of green scientific and technological achievements is very weak or has a negative impact;increasing the investment in technological transformation will increase the loss of R & D efficiency,but effectively improve the transformation of green scientific and technological achievements by improving the level of patent utilization,saving resources and reducing pollution,etc Increasing the proportion of foreign direct investment will reduce the efficiency of R & D,but to a certain extent,it will improve the efficiency of transformation of industrial green scientific and technological achievements.In addition,the degree of heavy industry and the degree of industry university research cooperation will also have a differential impact on the efficiency of green technology innovation.The complexity and variability of the impact of external environmental variables not only provide a new explanation for academic debate,but also put forward higher requirements for the formulation of differentiated policies.Finally,focusing on the causes of the loss of innovation efficiency,this paper holds that the first measure to improve the efficiency of industrial green technology innovation in Anhui Province should be to expand the scale of green technology industrialization in multiple ways,and the second is to give full play to the flexible regulatory role of the government on the market business environment in combination with the impact of external environmental variables.In addition,limited to the research perspective and data limitations,although this paper finds out that the low level of enterprise internal management is the main reason for the loss of industrial green technology innovation efficiency,it does not deeply analyze various factors that may affect the level of enterpriseinternal management and its actual effect efficiency,but also needs to deepen the systematic efficiency analysis of specific cities.In the future,we will focus on combining the formation mechanism and main influencing factors of the internal management level of enterprises,and deeply explore the influence of internal management factors such as enterprise organization form and enterprise strategy on the transformation efficiency of green technological achievements. |
